The contracting authority has the following requirements for service providers in accordance with the rules: 2 certificates shall be presented, which are issued by the chief municipal treasurer and the tax collector in Norway respectively, and the equivalent in the country where the tenderer is established, as confirmation that the tenderer has fulfilled his obligations regarding the payment of taxes and duties in accordance with the legal provisions. The certificates shall be issued on form RF-1244 as stipulated by the Tax Directorate.

The HSE and tax certificates shall be available by the tender deadline. The tax certificates must not be older than 6 months, calculated from the tender deadline.

Tenderers shall have the necessary insurance that is required for the assignment.

Service providers will be required to have the economic ability to carry out the contract.

Credit rating Dun & Bradstreet ‘A’ or equivalent.

Teknisk og faglig kapasitet:

Competence

Service providers shall state their competence regarding the fulfilment of a framework agreement/contract of this extent.

The competence must be maintained throughout the contract period.

Documentation:

The municipality's main contact for the framework agreement shall be the person who coordinates the service provider's activities within the framework agreement. It is a prerequisite that the person responsible for the assignment has the authority to plan resources and sign contracts.

The name of the main contact and his deputy shall be given.

Overview of formal professional expertise and experience for employees who will be involved in the execution of this contract. Service providers shall also state any special expertise within the disciplines.

The offered personnel for the respective disciplines. Names are to be provided

CVs from the main contact and employees who will be involved in the assignment are to be enclosed with the tender.

Technical and professional competence will also be weighted upon the award of contract.

Quality and execution of the assignment

The service provider's systems/routines for project implementation shall be documented. Systems/routines that, amongst other things, see to the municipality's investments shall be justified from a cost/use principle, in which long term and environmental consequences will also be weighted.

Description of how the projects were quality assured.

Description of resource use and seeing to progress in each project.

Description of which assignments are expected to be carried out by/seen to by the municipality.

Delivery capability

Assessed from the service provider's/the department's total manpower.

Response time:

The contracting authority would like consultants to start an assignment within 5 working days from when the request for assistance was received.

Tenderers shall give an account of whether this is possible, and state the number of days for starting an assignment from when the request for assistance is received.

References

List of the most important deliveries/contracts of an equivalent character in the last 3 years, including the contract's value and date, public or private recipient.

Documentation of previous relevant projects.

Service providers shall state written references from the last 5 completed projects.
