Framework agreement — railway specialised consultancy related to the Railway Reform project

The Ministry of Transport and Communications wishes to procure railway specialised consultancy in connection with the works with the railway reform project, as well as in connection with tender alterations for existing traffic agreements with passenger transport by railway.
There are several main areas included in the Railway Reform project works. The Ministry of Transport and Communications has requested inputs in these areas on the following internet site: http://www.regjeringen.no/nb/dep/sd/aktuelt/nyheter/2014/Onsker-innspill-til-reform-av-jernbanen.html?id=757367 The areas are relevant for assistance from railway professional consultants. The main areas in the railway reform project are:
1. Passenger transport by trains
2. Freight transport by trains
3. Operation and maintenance of the railway infrastructure
4. Organisation and management of the railway sector
A smaller part of the assignment includes providing assistance to the Railway section in the Ministry of Transport and Communications with railway specialised consultancy and socio-economic assistance in connection with assessments of e.g. tender improvements and investments/re-investments in new trains.

Qualification requirement:
— Paid taxes and duties
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the service provider has his head office and by the tax officer in the corresponding county.

Økonomisk og finansiell stilling:
Qualification requirement:
— An adequate economic and financial capacity to complete the delivery where i.a. creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
— Credit appraisal with key figures from an approved credit rating agency, or other documentation verifying that the above mentioned requirement is fulfilled, e.g. the company's most recent annual accounts or extracts thereof.
Teknisk og faglig kapasitet:
Qualification requirement:
— Sufficient professional expertise and capacity to implement the assignment.
— At least 3 relevant assignments during the last five years with relevance for this contract. Relevance is defined as assignments that include minimum work in the railway sector in addition to one or several of the following areas: adaptation/ reorganisation processes, public sector, and/or the transport and communications sector.

Documentation requirement:
— Listing of the service provider's professional competence areas and number of resources in the competence area for implementation of the assignment
— Reference list of all of the provider's assignments in the last 5 years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. What has been provided and the function the service provider had in the contract must be stated.
