Framework agreement professional assistance with procurements

The aim of the contract is to cover the contracting authority's need for professional assistance with public procurements. The contract shall ensure the Police sufficient capacity within the service area. Assistance is wanted for all or parts of procurement processes. The need for assistance also covers management of procurement processes. The need for assistance is currently greatest within IT procurements.
Regarding professional assistance with procurements for IT, emphasis is put on the fact that there is not a need for assistance in preparing specifications, qualification requirements, award criteria and assessment. This is because the contracting authority has already procured this type of assistance/competence in an existing framework agreement.
The National Police Shared Services do not need legal assistance with this procurement, as the contracting authority has already procured this type of assistance/competence in an existing framework agreement.

About the contracting authority.
The National Police Shared Services (PFT), hereafter called the contracting authority, shall, on behalf of the Police, enter into a framework agreement for services within professional assistance with procurements. The contract shall apply for all police districts, the Directorate of the Police and specialised agencies. The contracting authority shall be the police's central competence agency for procurement. The contracting authority is situated in Oslo (Majorstuen) and in Jaren. The contracting authority has procurement and legal expertise within public procurements. The amount of work and the complexity are increasing as regards procurements for the police.
All tenders must be submitted electronically via the Mercell portal at www.mercell.no by the tender deadline. Late tenders will be rejected. (The system does not allow tenders to be sent in electronically via Mercell after the deadline for receipt of tenders).

The quotation to be submitted last will be considered as the final quote.

K 04 Tenderers shall document that the enterprise is legally established. Norwegian companies: Company registration certificate. Foreign companies: Proof that the company is registered in a professional register as described in the law in the country where the tenderer is established. The certificate should not be older than 12 months.

Økonomisk og finansiell stilling:
K 05 Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent. A credit evaluation/rating from a credit assessment institution, not older than 6 months.

Teknisk og faglig kapasitet:
K 06 Tenderers shall have experience from equivalent contracts at customers in the public sector. Equivalent here means contracts for carrying out the entire procurement process within public procurements. Tenderers shall enclose at least 2 references that show that the tenderer has had experience from contracts of a relevant size in the last 3 years, including information on the extent, date and recipients (name, tel no. and e-mail address). Refer to point 1.3 The contract's purpose, in which it states that assistance is wanted with carrying out all or parts of the procurement processes. The need for assistance also covers management of procurement processes. References will be contacted if necessary. However, it is the tenderer's responsibility to provide a description documenting relevance.
