Framework agreement procurement of water analyses

Ski Kommune

Ski municipality, in cooperation with the above mentioned municipalities, hereafter called the contracting authority, would like tenders for water analysis services in all the participating municipalities. These are services connected to the inspection and monitoring of drinking water, water in swimming areas, swimming pools, river systems and waste water. The procurement intends to ensure participating municipalities access to water analysis services in accordance with the description in this tender documentation, and otherwise when the need occurs regardless of the reason.

Expected volume of the contract: So as to comply with the authorities' requirements for drinking water quality and the quality of water in swimming areas, there is a need for regular sample taking and analyses. Weekly samples shall be taken of the drinking water in all the municipalities and regular samples shall be taken from swimming pools, whilst water in swimming areas is to be taken in the summer as needed. River systems samples and samples of waste-water are also to be taken as needed.The analysis parameters and expected amount are in tender form part 2 — annex 7 — Price Form. Emphasis is put on the fact that the number of samples and analyses stated in the price form are only a guideline. The form give an expected number of samples and analyses per annum, as a basis for evaluating the tenders on equal terms.

The service providers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).

For work which shall be performed in Norway the tenderer must fulfil Norwegian HSE requirements.

The service provider must be a legally established company.

The service provider must have good conduct.

Økonomisk og finansiell stilling:

The service provider shall have sufficient financial strength to be able to fulfil the contract.

Minste nivå(er) av standarder:

Credit assessment from an approved credit institution, for example Creditinform, Lindorff or Dun and Bradstreet or the equivalent. This must show a minimum of ‘credit worthy’ to be approved.

The contracting authority reserves the right to demand/obtain further information in order to verify that the tenderer fulfils the requirement.

Teknisk og faglig kapasitet:

The service provider must have adequate implementation ability.

The service provider shall have good experience from similar deliveries.

The service provider shall be accredited in accordance with NS-EN ISO/IEC 17025. All analysis services that require accreditation in accordance with the given regulations (parameters and quantifying limit) shall be included in the accreditation.

The service provider shall be environmental competence.

Minste nivå(er) av standarder:

A short, overall description of the company shall be given, including:

— An account of the company's business concept and core competencies related to the scope of the delivery.

— An overview of the company's history, organisation and ownership, as well as a description of the current business.

— Description of how the service provider is organised for the implementation of this contract.

— A concise description of the overall quality assurance system that the service provider will arrange in carrying out this contract.

The service provider may choose to rely on other companies' capacity to meet the technical and professional qualification requirements.

The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by,for example presenting a declaration of commitment, guarantee, co-operation agreement or similar.

This applies regardless of the legal character of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a cooperation partner etc.

Certificates from 3 similar contracts in the last 3 years. The attestations shall be signed or confirmed in writing by the contracting authority for the different deliveries, and as a minimum shall include:

— Brief description of the delivery.

— Date of execution.

— Scope of delivery in monetary amount.

— Name, and telephone number for the reference person at the contracting authority.

If it is not possible to acquire signed or verified attestations, the service provider shall provide a list of all relevant assignments with descriptions according to the above points.

The contracting authority must have the possibility to contact the contact persons who are listed.

Copy of the accreditation document.

Analyses that the laboratory is not accredited for must be documented with data from internal quality assurance. If sub suppliers are used, they shall be accredited for the analyses they perform.

Copy of environmental certification or equivalent documentation of another equivalent scheme.

If a service provider is not certified, a short account shall be provided that describes how the environment is taken care of in the company and during the production/sale of goods and/or services.
