1. Several small and medium sized traffic analysis assignments for the Norwegian Public Roads Administration Region Mid
2. Signal plan services for the Norwegian Public Roads Administration Region Mid
Part 1 includes:
Transport model calculations.
Capacity calculations and micro simulations.
Cost-benefit calculations, EFFECT.
Registrations, evaluations, technical traffic assessments.
PART 2 includes:
Trafikk signal installations, planning and consultancy services.

The contract will be valid for the period January 2015 — December 2016 with an option for an extension for 1 year at a time, maximum 2 years. (2 + 1 + 1).

Tax certificates.

The company's tax affairs shall be in order in relation to payment of tax and charges.

Tenderers shall enclose two certificates:

1. Certificate issued by the tax collector or chief municipal treasurer (tax, advance tax deduction, attachment of earnings and payroll tax).

2. Certificate from the tax office in the region concerned (VAT).

Norwegian companies: These certificates shall be as recent as possible and no more than 6 months old from the tender deadline. Both certificates shall be designated RF-1244 and be determined by the Directorate of Taxes.

Foreign companies: In the case of foreign service providers, certificates shall be presented which document the fact that the tenderer has met it's obligations concerning the payment of tax and duties.

HSE self-declaration.

The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.

Tenderers shall enclose a completed and signed HSE self-declaration. (A template for the statement can be found at: http://www.lovdata.no/for/sf/fa/ta-20060407-0402-035.html).

The statement shall be signed by the general manager and a representative of the employees.

Service providers shall be a legally registered company. This shall be documented by:

Company registration certificate from the Brønnøysund Register Centre (to be enclosed with the tender on form E.3)

Foreign companies are to present an equivalent certificate from the authorities in their home country, in Norwegian with a confirmed translation.

B.2.3 Working partnership - statement of joint and several liability.

Where the tenderer is dependent on other suppliers in order to qualify, a declaration of joint and several liability to the Contracting Authority and third parties must be submitted with the tender.

Furthermore, each individual participating company in the working partnership must provide information on their company as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements except HSE. Each participant will be individually assessed for HSE.

B.2.4 Use of sub-supplierrs — requirement for declaration of commitment

Where the service provider is dependent on a sub supplier in order to be qualified, the service provider must document for the Contracting Authority that the service provider will have authority over the necessary resources.

This can be documented by the service provider presenting a mutual declaration of obligation or equivalent.

The company's annual accounts for the last 2 years, with the auditor's report (to be enclosed with the tender on Form E.3)

The Contracting Authority reserves the right to obtain your credit appraisal from an officially approved credit rating institution.

Minste nivå(er) av standarder: The service provider must have the financial capacity to carry out the contract.
Teknisk og faglig kapasitet:

A list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, as well as the name of the public or private recipients. A minimum of 3 (maximum 5) reference assignments must be described. (to be enclosed with the tender on form E.3)

The tenderer shall have the requisite professional capacity to fulfil its contract obligations.
