The contracting authority would like tenders for the provision of geotechnical services, i.e. geotechnical engineering design services, turn-out in the event of avalanches, laboratory analyses and ground drilling in the Mid Region, i.e. the counties Møre og Romsdal, Sør-Trøndelag and Nord-Trøndelag.
The aim of the framework agreement is to assist the Norwegian Public Roads Administration Mid Region professionally and with processes connected to assignments for minor and medium sized projects if the contracting authority does not have the capacity to carry out the work itself. This also applies to assistance in the event of avalanches. The Norwegian Public Roads Administration reserves the right to choose the services that best suit our own capacity (e.g. we only order geotechnical engineering design services and do the remaining work ourselves).

The Norwegian Public Roads Administration Mid Region will enter into a framework agreement with up to four service providers for the provision of geotechnical services for the entire region. The framework agreement will mainly be used for call-offs for minor and medium sized assignments. The Mid Region has spent approx. 10 million NOK in recent years on geotechnical services through the current framework agreement and expects approx. the same amount in the coming years. This depends on the contract form for the major plan projects and the grants for road purposes in the coming years. Some major plan projects will be announced including geotechniques and ground drilling and will thus not be included in this framework agreement.For orientation, the contracting authority also has a framework agreement for the provision of planning and engineering design services for the entire region, in which geotechnical services can be included. This tender competition is for assignments that are not included in the planning and engineering design services framework agreement. HSE statement:
The company shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
Tenderers shall enclose a completed and signed HSE self-declaration. (A template for the statement can be found at: http://www.lovdata.no/for/sf/fa/ta-20060407-0402-035.html).
The statement shall be signed by the general manager and a representative of the employees.
— Service providers shall be a legally registered company. A company registration certificate shall be provided.
—B.2.3 Working partnership - statement of joint and several liability.
Where the tenderer is dependent on other suppliers in order to qualify, a declaration of joint and several liability to the Contracting Authority and third parties must be submitted with the tender.
Furthermore, each individual participating company in the working partnership must provide information on their company as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements except HSE. Each participant will be individually assessed for HSE.

— B.2.4 Use of sub-suppliers – requirement for declaration of commitment
Where the service provider is dependent on a sub supplier in order to be qualified, the service provider must document for the Contracting Authority that the service provider will have authority over the necessary resources.
This can be documented by the service provider presenting a mutual declaration of obligation or equivalent.
Økonomisk og finansiell stilling:
Tenderers shall enclose two certificates:
1. Certificate issued by the tax collector or municipal cashier (tax, preliminary tax, attachment of earnings and employer contributions).
2. Certificate from the tax office in the region concerned (VAT).
Norwegian companies: These certificates shall be as recent as possible and no more than six months old from the tender deadline. Both certificates shall be designated RF-1244 and be determined by the Directorate of Taxes.
—Foreign companies: Certificates shall be provided for foreign companies that document that the tenderer has fulfilled his obligations regarding the payment of taxes. The annual accounts for the last 3 accounting years including the board's annual report, the profit and loss accounts, the balance, notes and the auditor's report.

The company's tax affairs shall be in order in relation to payment of tax and charges.
—The service provider must have the financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:
Service providers shall enclose a list of the most important relevant deliveries and services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients.
A minimum of 3 (maximum 5) reference assignments must be described.
—Documentation of at least 3 of the employees in the company are graduate engineers/master in geotechniques or equivalent and documentation of 10 years experience.
—An account of the service provider's average work strength within the profession during the last three years (can be the same document as the competence matrix).
Statement of existing routines or a valid certificate from a third party verification system (e.g. Eco Lighthouse, ISO 14001, EMAS)
—Certificate for the company's quality system/management system issued by independent bodies that confirms the service provider fulfils certain quality assurance standards, for example ISO 9001:2002.
—The Contracting Authority also accepts other documentation as proof that the service provider has equivalent quality assurance measures.
As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given.

—The service provider shall have an HSE plan for ground drilling.
Service providers shall have competence and experience within the relevant trade and shall have carried out assignments of the same nature, complexity/degree of difficulty and extent/size.
At least 3 of the employees in the company shall be graduate engineers/master in geotechniques or equivalent, of which 1 must have more than 10 years experience.
—The service provider shall have sufficient capacity and the ability to fulfil the contract.
The service provider must have procedures in place to carry out the assignment in an environmentally appropriate manner.
The service provider shall have a satisfactory quality assurance system.
—When evaluating the qualification requirements, emphasis will be put on the tenderer having the necessary professional, technical and financial basis to fulfil the contractual obligations.
