Framework agreement for the purchase of vehicles for transport of remand prisoners and convicted prisoners

The Directorate of Norwegian Correctional Services (KDI) invites tenderers to open tender competition to enter into framework agreement with one supplier for the purchase of transport vehicles with 2 cells for the transport of remand prisoners and convicted prisoners. The vehicles must have space for the driver and passenger in the front and two cells in the rear seat. Tenders can be submitted for vehicles with both petrol and diesel engines.
From summer of 2014, the Directorate of Norwegian Correctional Services took over transport of remand prisoners from the police in a trail project in the police districts of Telemark, Vestfold and Søndre and Nordre Buskerud. In connection with this, the Norwegian Correctional Services transport service (KTT) was established. The trial project (pilot) initially runs to and including 2015. During this time it will gradually be expanded to be able to include more police districts.
If the pilot proves to be successful, there is the possibility of national expansion. In addition to KTT's need for transport of remand prisoners, Norwegian Correctional Services will also have a requirement for vehicles to transport convicted prisoners, amongst others, to and from the prisons.
Initially, the need to purchase is estimated to be approximately 10-15 vehicles during 2015. There may be a need for further vehicles depending on the scope of the expansion of KTT. If a national expansion is carried out, a purchase of about 50 - 70 vehicles can be expected throughout the entire agreement period of 4 years.

Prior to delivery, the supplier shall ensure that the vehicles with cell partitions are approved and registered by the Norwegian Public Roads Administration. Where ISO certification or the like is required, such documentation must be attached.
