Framework agreement for the purchase of consulting services associated with service design

The contracting authority announces a competition for the conclusion of framework contracts for the purchase of consultancy services for service design.
The term "service design" here means the design of the Bufetats [family counselling] service offerings in which the design caters to an overall perspective from the user's point of view. The design should help create good and holistic services which centres on human needs. The contracting authority also wants to make use of the service-design methodology in areas that can enhance users' satisfaction and the contracting authority's judgement and attend to universal design. The design of services and service innovation shall take place in a close interaction among employees, users, designers, and other disciplines.
The planned work in the field of family welfare in 2014–2015 will involve three or four competitive invitations. In addition, it may be appropriate to apply the agreement in the field of child welfare and Bufdir's other service offerings, such as child welfare, Delta Centre (universal design), gender equality and inclusion, adoption, etc. Call-offs may be in the range of NOK 2-5 million in total in the first part of the contract period.
The contract period is planned to be two years from the contract signing with an option of extension for 1 + 1 years with annual price adjustments in accordance with the applicable consumer price index.
