Bærum kommune

Bærum municipality has an ambition to replace the hospital signalling systems in the municipality's residential and treatment centre (BBS) and residences with service (BMS). Bærum municipality is an innovative municipality with high ambitions for the future. The municipality sees new hospital signalling systems as an investment in the future that shall contribute to solving some of the challenges within the nursing and care services. Bærum municipality would like a modern hospital signalling system that has both passive and active alarms.
Some of the hospital signalling systems in Bærum municipality are outdated and not in use. The hospital signalling systems' functionality is not adapted to the current user groups and is not an active appropriate aid for patients, employees and relatives.
Bærum municipality shall enter into a framework agreement for the procurement of the actual hospital signalling system. The framework agreement shall also cover different types of sensors and equipment so that the system can be individually adapted to each BBS and BMS and the actual residents.
The contract will also include a maintenance contract for the hospital signalling systems and services for adaptations, possibly development of the systems and training.

Beskrivelse av opsjoner:

Option for a contract extension once or several times up to 4 years. The maximum period shall not be more than 6 years including options.

The supplier shall fulfil the legal requirements in Norway within health, environment and safety - Documentation a filled in HSE self-declaration.

The supplier shall be a legally established enterprise - Documentation Company Registration Certificate.

Økonomisk og finansiell stilling:

Tax certificates - The supplier shall have his tax and VAT payments in order. Documentation - Tax certificate and VAT certificate not older than 6 months.

The service provider is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement. A creditworthiness of A (creditworthy) / AN (newly established) is required to be eligible for this competition. Suppliers with a lower rating will be rejected. Documentation - Credit rating not older than 3 months, see the tender documents.

Teknisk og faglig kapasitet:

— Good execution capabilities are required - Documentation:

— A description of the supplier's technical personnel or technical units the supplier has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.

— Organisation chart, as well as a description of how the supplier will ensure access to qualified personnel.

— General overview of the resource persons and experience competence for professionals/consultants that the supplier can use within the relevant professions.

Good experience is required - Documentation:

— List of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients with contact information for any references.

Systems and procedures that ensure low environmental impact when performing the delivery are required.

Copy of certificate of environmental management system, ISO 14001, Miljøfyrtårn [the Environmental Lighthouse, Ltd] etc. Alternatively, submit a description of the company's own environmental management system.

A good and well-functioning quality assurance system is required for the services that will be provided. - Documentation:

Copy of a certificate for the quality assurance system in accordance with the requirements in ISO 9001:2000 etc. Alternatively, an account of the supplier's own quality assurance system can be enclosed.

The municipality is not able to replace all the systems at the same time and the replacement will depend on the municipality's financial framework terms and political decisions.
