Romerike Avfallsforedling IKS (ROAF)

The contracting authority intends to enter into a framework agreement for the procurement of crushed stone and gravel.
The procurement consists of the delivery of machine sand, subbus, crushed stone, machine cult and unsorted blasted stone.
The contracting authority would like to enter into a framework agreement with one supplier.
The aim of the contract is to cover the contracting authority's need for crushed stone and gravel in a quick, clear and simple way at the best possible price.
The contracting authority would like to achieve predictable prices and discounts.
The actual delivery places are: (see the attached overview)
— ROAF Miljøpark at Bøler,
— The recycling stations in the owner municipalities,
— Closed landfill sites in the owner municipalities,
— Possibly Spillhaug recycling station in Aurskog.
The contracting authority wishes to enter into a contract with a supplier who can comply with national legislation regarding regulated working hours, minimum wages, and HSE, and will require documentation of this in the tender and throughout the contract period.
Environmental considerations are of great importance for the contracting authority, who would therefore like the supplier to take the environment into consideration for the transport.
Further details on the quality requirements, the estimated annual extent of procurements of the different products are in annex 1: ‘Requirement specifications’.

Beskrivelse av opsjoner:
The contract shall be valid for 2 years from when it is signed.
The contracting authority has the unilateral option to extend the contract for a further 1+1 years on unchanged terms. This means that the terms in the contract will be continued in any option(s).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The supplier shall have his tax and VAT payments in order.
Norwegian suppliers shall submit tax certificates (RF-1244 set by the Directorate of Taxes) as documented proof that the taxes and fees have been paid. The tax certificates must not be older than 6 months, from the day the certificates are available for the Contracting Authority

Certificates can be obtained from the local tax collection office or the tax office.
Foreign suppliers must provide certificates from equivalent authorities to the Norwegian authorities.
The supplier shall submit an HSE self-declaration.
The supplier shall be a legally established company:
Norwegian companies: Updated Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
The supplier shall have sufficient economic and financial solidity to fulfil the contractual obligations.
A credit assessment/rating based on the last known accounting figures will be carried out by the contracting authority.
Suppliers shall have good credit worthiness (Minimum rating = Good).
Teknisk og faglig kapasitet:
— The supplier shall be certified and state references:
The supplier shall enclose documentation of a licence in accordance with the Pollution Act §§ 11 and 16 for pollution from the production of crushed stone, gravel, sand, shingle etc.
— Tenderers shall, in a clear way, list the contracting authorities that they have had comparable deliveries to within the last 3 years with contact information (including the name of a contact person, telephone no., e-mail address).
