Framework agreement for the procurement, hire and maintenance of Microsoft licences for Hedmark county

The aim of the competition is to enter into a framework agreement with a supplier who shall be Hedmark county's dealer for Microsoft licences in the contract period.
The chosen supplier will administer the contracting authority's Microsoft licences and shall be the county's consultant for licence questions during the contract period.
We currently have an Enterprise Agreement (EA), Enrollment for Application Platform (EAP) og School-agreement (EES), and Select-agreement for schools/education.

Hedmark county has a need for the following services:— Service and maintenance of the county's existing Microsoft products.— Procurement and hire of new Microsoft products for schools and administration.— Procurement and maintenance of the EAP agreement.— Consultancy services connected to licence administration for Microsoft products.The contract's estimated value in the contract period including the option period, total 4 years is 6 500 000 NOK.Hedmark county currently has Desktop Education licences for pupils and teachers in the EES agreement.The EA agreement currently includes MS Server licences, Core CALClient licences, Office, Exchange and Desktop licences.The EAP agreement currently includes SQL Server standard Edition licences.There will a need to procure some Microsoft licences for the administration outside the EA agreement.The last count of the licences was reported 1st January.Hedmark county reserves the right to enter into alternative agreements to EA, EAP and EES if this is more appropriate during the contract period. This will be done in cooperation with the chosen supplier.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The supplier must be a legitimate enterprise, have well-ordered conditions regarding payment of taxes and VAT.
Documentation requirement:
— Tax certificate (tax certificate for tax issued by the tax collector/municipal treasurer (form RF-1244)) which is no more than six months old, calculated from the tender deadline (Norwegian bidders only)
— Value added certificate (certificate of paid value added tax issued by the tax office (form RF-1244)) which is no more than six months old, calculated from the tender deadline (Norwegian bidders only)
The supplier is required to have a functioning HSE system
— HSE declaration which is no more than 12 months old (annex G)
Økonomisk og finansiell stilling:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended his activity.
A credit rating from CreditEasy (www.credit-easy.no) with a minimum score of 3 is required. For enterprises without a score in the CreditEasy database, the contracting authority will consider the financial figures in the database and, if necessary, obtain external assistance to assess the bidder's financial position.
