Framework agreement for the development of a national model for goods transport

The contracting authority requests tender for maintenance of the CUBE model system which includes both the National and regional models for passenger transport. There will also be maintenance of the transport network extension, which is software which shall produce transport network and common route descriptions. The agreement may also contain some maintenance/development of road user benefit and collective module.
A contract will be signed with one service provider.
The aim of the contract is to assist the transport departments and Avinor in further developing the National goods transport model. This includes costs functions, the logistics model and user interface.
The framework agreement has a duration of 2 years. The contracting authority aims to start the contract during June 2014.
The Contracting authority has the option to extend the contract for 1 + 1 years, so that the total possible contract length is 4 years.

Økonomisk og finansiell stilling:
— Annual reports for the last 3 fiscal years which includes the Director's report, income statement, balance sheet, notes, and auditor's report.
— The contracting authority will obtain a credit assessment of the tenderer from the company Experian. This credit assessment will be part of the evaluation of the tenderer's financial and economic capacity.
Minste nivå(er) av standarder: The supplier must have the financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:
— A statement of the supplier's average workforce and the number of employees in the administrative management during the last three years (can be the same document as the expertise matrix).
It should be explained how the supplier will ensure sufficient capacity for the announced contract. Among other things, a staffing plan should be submitted showing the number of employees, hired persons, etc.
— List of the most important relevant deliveries and tasks performed during the past 3 years, including information about the value, time frame, and the name of the public or private recipients. A minimum of 3 reference contracts should be accounted for.
