Statsbygg invite tenderers to a negotiated procedure for a framework agreement for structured trade services at Oslo prison. Statsbygg will enter into a contract with one main service provider, who will be the only contract counter-party. The contract will consist of different trade services within, amongst other things, construction works, including painting, joinery, carpentry and flashing and guttering work, HVAC work including ventilation and plumbing work as well as electro work.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The service provider is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.
Økonomisk og finansiell stilling:
Tenderers are required to be credit worthy and have sufficient financial ability to fulfil the contract.
— Complete financial statements for the last 3 years including audit reports.
— Credit appraisal/rating, not older than 1 year, and which is based on the last known fiscal figures. A rating shall be carried out by an officially certified credit rating institution. The contracting authority reserves the right to obtain your credit evaluation.

2 tax certificates and fee certificates shall be submitted:
— Tax certificate (tax, advanced payment, attachment of earnings, employer contributions),
— VAT certificate.
Teknisk og faglig kapasitet:
The tenderer shall have sufficient capacity and suitable manpower to fulfil the assignment.
The tenderer shall have expertise and experience from assignments within his trade, including the maintenance and renovation of buildings that are completely or partially in operation.
A statement shall be attached regarding the service provider's average workforce and the number of employees in the administrative management during the last 3 years.
— An overview shall be given of which trades the tenderer himself has employees for and a statement of how much of the contract the tenderer intends to leave to sub suppliers.
— An overview shall be given of the company's employees, with a statement of trade and competence level (master certificate/certificate of apprenticeship/unskilled etc.). Emphasis is put on the fact that CVs are not to be enclosed.
The tenderer can use sub suppliers to fulfil this qualification requirement, but there shall be a maximum of two links down in the chain. The tenderer must have a permanent employee in at least 1 trade/group. If sub suppliers are used, a binding statement (annex) shall be filled in.
