To the extent possible, VAV wishes to base its consideration of potential future actions to be based on an accurate diagnosis of conditions. In addition, VAV seeks to improve reliability for important pipes in particular by knowing their condition. VAV has a need for an independent assessment of the condition of Ø 300–600 mm water mains, which ought to provide the best possible basis for VAV in evaluating future measures.VAV aims to carry out scanning and assessment of conditions of 10,000 m of water mains (in the above dimensions) during the contract's lifetime.VAV will enter into an agreement with a supplier who can implement scanning (introduction of scanners and scanning from the insertion point) and provide VAV a concrete condition assessment of the each pipeline section and increase VAV's general knowledge about the condition of the pipeline network. The mains survey shall include the following:— Information on the extent and depth of internal corrosion,— Information on the extent and depth of external corrosion,— Details of the thickness of solid residuals,— Location of previous repairs,— Submission of video recordings as part of report.The Supplier shall be solely responsible for scanning and the preparation of a report on assessed conditions. The Supplier is not responsible for the necessary preparatory work to be undertaken by VAV. The preparatory work will include the following:— Notifying affected subscribers,— Turning the water off in connection with the establishment of the pit and inserting and removing the monitoring device from pipes,— Establish working pits of approximately 3.0 m x 1.5 m. The pits will be secured with trench boxes and end walls. The bottom will be about 0.4 m below the existing water main. The pits will be secured by 2.0 m high wire fence. In road or adjacent bridle roads, concrete road barriers will also be set up. If necessary, steel drive-over plates will be used,— Cutting the mains and fitting the introduction piece,— Removing the introduction piece and reassembling the cutaway pipe section,— Filling the pit again and re-establishing the terrain,— The introduction piece can also be installed in a manhole.Customisation/DevelopmentTo ensure optimal performance to satisfying the need, VAV is open to provide financial support to the selected provider to cover all or part of the required development and/or adaptation costs.Financial support is offered provided that the supplier's need of financial support does not exceed VAV's budgeted funds for financial support within this acquisition. VAV reserves the right to cancel the competitive tendering if the need for financial support is in excess of the budgeted financial-support funds for this acquisition.
