The Health Care Service wishes to enter into a framework agreement for purchase of dental equipment and dental furnishing in connection with establishment of new dental clinics and in connection with replacement of old equipment/furnishing in the existing clinics. The contracting authority therefore wishes to enter into a framework agreement with one supplier who can supply the products requested in the tender documents.

Egnethet til å utøve yrkesvirksomheten:
The supplier's tax affairs shall be in order in relation to payment of tax and VAT. Documentation requirement: Tax Certificate for tax and VAT, not older than 6 months. Certificates can be obtained from the local tax collection office or at the tax office.

Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones.
The supplier shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE). Documentation requirement: HSE self-declaration filled out and signed.
The supplier must be a legally established company. Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the supplier is established.

Økonomisk og finansiell stilling:
The supplier must have the financial capacity to carry out the assignment/contract. Documentation requirement: Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The entire credit evaluation report must be supplied and should contain key figures for the last three fiscal years. A rating shall be carried out by an officially approved credit rating institution. The contracting authority reserves the right to obtain separate credit evaluation if necessary.

If for valid reasons the supplier is unable to submit the documentation as requested by the contracting authority, the supplier may prove the econmic and financial position with any other document that the contracting authority is able to accept.
Teknisk og faglig kapasitet:
Experience from corresponding assignments and good implementation ability, i.e. the supplier must have sufficient experience and capacity to comply with the contracting authority's requirements for deliveries. Documentation requirement: The company's principal deliveries to equivalent assignments (i.e. contracting authorities of equivalent extent), including values, dates and recipients (the previous 3 years)
