Framework agreement for maintenance of access control

Oslo University College currently has a well-developed Lenel system at the Kjeller campus. Lenel is also used in part at the Pilestredet campus, but most of the access control system at Pilestredet is of C-cure type.
Oslo University College shall enter into a framework agreement which includes:
— Phasing out the existing C-cure system and extending the Lenel system.
— Installation of security cameras as part of its perimeter protection, approx. 100 units
— Contingency and service agreement which includes:
o 24-hour security services
o Annual operational control of the contracting authority's Lenel system
o Response time for services.
— Future supplements, replacements, upgrades and extensions of the access control system. In the case of large individual projects with a cost framework in excess of 500 000 NOK excluding VAT, the contracting authority reserves the right to announce a competitive tender procedure of its own for the procurement process.
The service agreement does not include the system at Pilestredet 32, which is currently in warranty mode. Nor does the service agreement include the C-cure system.
An option price for extension of the service agreement must also be given. There is also an opportunity to give an option price for an operating agreement.

Egnethet til å utøve yrkesvirksomheten:
Information and documentation necessary to evaluate whether the requirements are met:
(1) The tenderer is required to have a legally established business.
(2) The tenderer is required to submit a VAT certificate not older than 6 months from the tender deadline.
(3) The tenderer is required to submit a tax certificate not older than 6 months from the tender deadline.
(4) The tenderer is required to submit a statement that the tenderer meets the legal requirements in Norway concerning health, safety and environment (HSE).

Økonomisk og finansiell stilling:
Requirement: The tenderer must have sufficiently good finances, including satisfactory liquidity and low risk of bankruptcy.
Documentation requirement:
Credit rating report, not older than 6 months, from Dun & Bradstreet, Lindorff Decision or equivalent.
If there is no credit report, the supplier may alternatively enclose its accounting statements, with the auditor's report, for the last 2 financial years.

Teknisk og faglig kapasitet:
(1): The supplier must have adequate execution capabilities.
Documentation requirement:
Provide a brief and general description of the company's ability to deliver in terms of this contract.
The following should be described:
— a brief description of the history of the company
— a brief description of current business
— a brief description of how the supplier is organised for the implementation of such assignments, from call-off to delivery
— a brief description of the quality assurance system which the supplier uses as a basis for implementation of such assignments.
(2): The supplier must have good experience of and skills from corresponding deliveries.
List of relevant deliveries for the last 3 years.
The overview/description shall include as a minimum:
— What was delivered
— Where it was delivered
— When it was delivered
— The supplier's comments on how any unforeseen challenges to the delivery were dealt with and a description of what these were
— Name and telephone number of a contact person for that client (The contracting authority requires the ability to contact the sponsor).
(3): LenelOnGuard certification, minimum level GOLD Advanced Access Control and Digital Video/IP video.
Documentation indicating that the supplier has sufficient staffing with expertise as specified in this requirement. Copies of certification documents for technical personnel must be enclosed.
