The aim of the procurement is to enter into a framework agreement for firewood for the garrison in Sør-Varanger and Pasvik border station, Elvenes border station, Grense Jakobselv border station and Korpfjell border station.
The buyer has an annual estimated need for approx. 7 250 sacks of firewood, divided between approx. 3 000 sacks mixed wood of 60 litres in accordance with NS4414 class 2 and approx. 4 250 sacks of birch of 40 litres in accordance with NS4414 class 1.
The deliveries are to commence by 1.2.2016 with the following tentative annual delivery plan:
— February approx. 1 000 sacks mixed wood and approx. 1 425 sacks birch.
— April approx. 500 sacks mixed wood and approx. 700 sacks birch.
— August approx. 500 sacks mixed wood and approx. 700 sacks birch.
— October approx. 1 000 sacks mixed wood and approx. 1 425 sacks birch.
The framework agreement is for 2 years, with a unilateral right for the Norwegian Defence to extend the contract for 1+1 year, i.e. a maximum of 4 years.
The procurement's value is estimated to be approx. NOK 500 000 excluding VAT. per annum, i.e. NOK 2 000 000 excluding VAT. over 4 years.

A1) Documentation requirement for Norwegian suppliers:
Copy of Business Registration Certificate as registered in the Brønnøysund Registrer Centre.
A2) Documentation requirement for foreign actors:
Confirmation that the supplier is registered in a trade register or company register in accordance with the law in the country where the supplier is established.
B1) Documentation requirement for Norwegian suppliers
The tax certificate shall be enclosed with the tender. 'Tax Certificate' means:
* Form from the Directorate of Taxes (RF-1244) issued by the tax collector for VAT.
— Form for tax/VAT (RF-1244) issued by the chief municipal treasurer.
Tax certificates must not be older than 6 months, calculated from the tender deadline expiry.
B2) Documentation requirements for foreign suppliers
Foreign suppliers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the supplier should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the supplier's Financial Director/ person responsible for Finance.
