The objective of the procurement is that HiOA (Oslo and Akershus University College of Applied Sciences), in co-operation with the selected service provider, shall safeguard the fire safety for the University College's employees, students and buildings.
Høgskolen i Oslo og Akershus (Oslo and Akershus University College of Applied Sciences) shall enter into separate framework agreements for fire-protection equipment and fire-protection services.
The following is included in the framework agreement for fire-protection equipment: fire-extinguishing materials, fire doors, evacuation chairs, other material and possibly service of the equipment.
The following is included in the framework agreement for fire-protection services: Fire proofing, preparation of fire documentation, fire consultancy services and fire engineering design services.
The requirement materialises in connection with various projects, planned replacements and maintenance activities, as well as acute incidents in connection with damages and vandalism.
The existing fire technical drafts shall be examined and adjusted in order to control if the drafts are in accordance with the current reality. HiOA requires implementation of fire-technical inspections in all buildings in such a way that alterations are brought up to date in the drafts.
It is expected that the contract value for fire-protection equipment is estimated to amount to 1 500 000–2 500 000 NOK, and that the contract value for fire-protection services is estimated to amount to 2 500 000–3 500 000 NOK. The amounts are a guide based on historical figures.

Tenderers are invited to submit tenders for both parts of the tender contest; delivery of fire-protection services and fire-protection equipment, respectively. However, it is only possible to be awarded one of the contracts. The reason for this is that HiOA does not want inspections of the equipment and installations executed by the same provider who delivered them. If the same provider submits the most advantageous tender for both parts of the tender contest, HiOA will decide which of the contracts to award. This will be appraised in accordance with the most advantageous financial tender in comparison with the other tenders in the contest.

Requirement: The service provider shall be a legally established company.
Documentation requirement:

— Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Requirement: For work which shall be performed in Norway the tenderer must comply with the Norwegian HSE requirements.

Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the contract.

If there is no credit report, the tenderer may alternatively enclose its accounting statements, with the auditor's report, for the last two financial years. The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by,for example presenting a declaration of commitment, guarantee, co-operation agreement or similar. This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a co-operation partner etc.

Overview of the previous 3 years relevant assignments involving fire-protection service and/or fire-protection equipment. The overview/description shall as a minimum include:
— A short description of the assignment (content, contract value).
— Date of execution.
— Name and telephone no. of the relevant contracting authority's reference person (the contracting authority shall be authorised to contact the reference person by phone in such a way that if there are any doubts about the delivery, the contracting authority can contact the stated reference person(s) for verification/ invalidation that the stated delivery is/was relevant in relation to implementation of this contract).
