The Norwegian Defence Estates Agency invite service providers to submit tenders, either alone or in a collaboration, for a framework agreement for emptying and transporting waste from the Norwegian armed forces' establishments in the market area Trøndelag, including the hire of equipment for collection waste. The requested delivery also involves emptying and transporting organic and non-organic sludge, interceptors for fat, interceptors for oil and sand traps. In addition the tender shall include different consultancy services for waste handling.

Service providers shall be a legally established company — Foreign service providers must present documentation that the company is legally registered in their country. Norwegian service providers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.

Service providers shall fulfil legal requirements in Norway within health, environment and safety — HSE self-declaration, filled in and signed.
Service providers shall have the tax and duty payments in order (only for Norwegian service providers) — ‘Tax and VAT certificate’ (RF-1316). The certificate can be ordered via www.altinn.no The certificate must not be more than 6 months old from the tender deadline. (see the tender documentation for further information, part I point 4.2).

Økonomisk og finansiell stilling: Service providers (as a company) shall have solid finances.
Minste nivå(er) av standarder:
Credit rating of the service provider, no more than 6 months old when calculated from the tender deadline. The rating shall be carried out by an independent actor who usually offers credit assessments of companies and who as a licence for this. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

Teknisk og faglig kapasitet:
Service providers (as a company) shall have good experience and competence with assignments of the equivalent size and complexity.
Service providers shall have sufficient capacity of personnel and materials to carry out the assignments that fall under this framework agreement.
Minste nivå(er) av standarder:
— List of relevant contracts in the last 5 years, with a short description of the contracts and their sizes.
— An account of tools, machines, materials etc. and the work strength that the service provider can use for fulfilment of the framework agreement. It shall include information on how all the locations shall be covered.
