Framework agreement for assistance with procurements

The Norwegian Institute of Public Health's procurement function has been through an organisational change and is currently one unit consisting of six employees plus unit managers. The procurement unit comes under the Finance Department.
In connection with the reorganisation a "change course" has been started, including the establishment of strategic framework agreements. The need is greatest for framework agreements within various product areas related to the Norwegian Institute of Public Health's laboratory activities and various consultancy services. In connection with the establishment of new institute assailing framework agreements, the new contract service provider shall enter the E-commerce platform, which the contracting authority will tentatively start to use in the 2nd quarter of 2014.
As the laboratory area is prioritised, there is a need for several framework agreements for, amongst other things, various types of laboratory instruments, technical complex analysis systems, reagents for chemical and molecular biological processes etc.
The establishment of framework agreements for the above mentioned areas requires a large degree of cooperation with the Norwegian Institute of Public Health's professional divisions for infection protection, legal medicine and drugs and alcohol analyses, environmental medicine, epidemiology and mental health. In addition considerable mapping work is required in the planning phase for each framework agreement.
The Norwegian Institute of Public Health's existing procurement unit does not currently have sufficient resources on its own to establish all the framework agreements that there is a need for in addition to carrying out individual procurements during the year as well as renewing the already existing framework agreements.
In order to carry out competition, and establish several necessary framework agreements, the awarding authority would like to enter into a framework agreement with one service provider for assistance with procurements.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The service provider must be a legally established contract.
Documentation Requirement: Norwegian companies: Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
The service provider's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement: Tax Certificate for tax and VAT, not older than 6 months. Certificates can be obtained from the local tax collection office or at the tax office.
Foreign service providers must provide certificates from authorities equivalent to the Norwegian ones.
Økonomisk og finansiell stilling:
The service provider shall have sufficient financial strength to be able to fulfil the contract.
Documentation requirement: The service provider's annual accounts including notes with the Board's and auditor's reports from the last 2 years.
If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall be also be attached.
The contracting authority reserves the right to itself carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Service providers shall enclose a HSE self-declaration. Completed and signed HSE self-declaration, not older than 6 months.

A short, overall description of the company shall be given, including:
An account of the company's business concept and core competencies related to the scope of the delivery.
An overview of the company's history, organisation and ownership, as well as a description of the current company including the number of consultants with sufficient competence and experience to fulfil the contract.
Individual CVs are not requested under this qualification requirement.
Service providers shall have a very good ability to fulfil the contract, including very good competence and experience from equivalent contracts, as well as equivalent experience from the public sector.
Description of the service provider's competence area in general, and in particular within procurements.
An overview of work carried out in the last 3 years with relevance to this contract, including value, date and recipient.
