The contracting authority would like to establish framework agreements with companies that provide architect and engineering design services The services will mainly be related to construction projects (not HVAC and sanitary installations). Examples of projects where the framework agreements can be used are the establishment of new municipal buildings and renovation projects. There can be both very short engagements (individual problems) and engagements that can last for several years (engineering design services for new buildings). There can be services in the planning phase (preliminary projects, drafts, calculations, engineering design services, tender documents, etc.), the execution phase (construction meetings, contract follow up, etc.) and in the claims phase (follow up of the builder/contracting authority's requirements, etc.).

The contracting authority would like to establish framework agreements with companies that provide architect and engineering design services The services will mainly be related to construction projects (not HVAC and sanitary installations). Qualification requirements:
The supplier shall have arranged conditions regarding payment of taxes and VAT.
Documentation requirement:

— Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones.
NB: If several companies go together to submit a tender as a group, certificates shall be enclosed for all the group participants.
The supplier should have a functioning HSE system.

The supplier shall be a legally established enterprise.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
Qualification requirements:
The supplier must have the economic capacity to carry out the assignment/contract.
Documentation requirement:
Credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures. The rating shall show a minimum grade/score of A according to the AAA Solvency scale (or an equivalent result on another approved agency's scale). The rating must be carried out by a publicly approved credit evaluation institution.

NB: If several companies go together to submit a tender as a group, they can either provide documentation that each member of the group has the financial capacity, or alternatively the group participants can use one of the group participant's financial capacity, in this case the tenderer must document a financial position secure enough to carry all the group participants' liability under the contract. The tender must then clearly state that documentation is only provided for one group participant and that the other participants are using this participant's financial capacity. A signed declaration from the tenderer that shall fulfil the requirement for the entire group must be enclosed with the tender, with a declaration that the other participating companies can invoke its financial strength.

Teknisk og faglig kapasitet:
Qualification requirements:
The supplier shall have experience from similar contracts.
Equivalent assignments mean engineering design services for renovation projects and new buildings.
Relevant buildings will be public administration buildings, schools, nurseries, health buildings, etc. Smaller buildings such as detached houses etc. will not be seen as relevant in this connection.
Emphasis is put on the fact that the qualification requirement is aimed at the companies who stand as tenderers/group participants, not at concrete persons who shall carry out the work under any framework agreement.
Documentation requirement:
— The documentation must show that the service provider has experience cf. the qualification requirement (reference list with information on the assignment's content, contracting authority, length and value)
