Statsbygg invites tenderers to an open tender contest for a contract for advisory and consultancy assignments for mapping, registering, formulating initiatives, preparing reports and following up necessary inititatives for increased availability in existing buildings in accordance with the established standards for universal design (ud).
The contract shall be valid for all of Statsbygg's portfolio of buildings in the coming four year period.
A contract shall be signed with 3 — three service providers.

Statsbygg (the contracting authority) shall be ensured, through the contract in the contract period, quick access to expertise within universal design and efficient implementation of assignments within mapping, registering and preparing initiative reports by using Statsbygg's "Bygg for alle" tool. This is so as to be able to complete our buildings with a view to universal design in accordance with the action plan for universal design.The contracting authority would like to enter into parallel framework agreements with 3 service providers so as to ensure suffcient capacity to carry out several assignments and increase the pace of making our buildings universally designed, so that our buildings are usable for all in an equal way to the greatest possible degree.Several of the buildings in the property mass are listed and worthy of protection with special requirements from the Directorate of Cultural Heritage. It will be an advantage if the offered resources have experience from equivalent assignments in these types of buildings. Statsbygg's cultural monument competence shall always be contacted when plans are made to change listed areas.The usual start of an assignment will be a written order from Statsbygg. The consultant shall visit the building/property and prepare a proposal for further work with a framework figure for hours and costs for completing the assignment.

Since 2007 the contracting authority has carried out ud-mapping in parts of the existing buildings.
A revised action plan has been prepared for the coming 4 year period, which has an increased level of ambition, with the aim of completing the mapping of approx. 70 buildings/building complexes/properties per annum.
Statsbygg reserves the right to carry out individual procurements outside the contract, when, for progress, geographical and/or financial reasons, it is deemed to be inappropriate to make a calloff on the framework agreement.

The service provider is required to have a legally established enterprise.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the business is registered.
Økonomisk og finansiell stilling:
Satisfactory solidity and the financial capacity to fulfil the assignment/contract are required.
Credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publically certified credit rating institution. The Contracting Authority reserves the right to obtain your credit evaluation.
Teknisk og faglig kapasitet:
Tenderers must have competence within the universal design of buildings and experience from assignments based on TEK 10 and Norwegian standards for ud.
Tenderers shall have considerable experience from similar contracts, including using the «Bygg for alle» tool.
Overview of the company's total manpower with a particular account of ud-related competence.
List of similar orders executed during the last three years containing information on the contracting authority, the project's size, value, type and date of execution.
