Framework agreement — economic and financial services connected to the Transport Reform

The Ministry of Transport would like to procure economic and financial services for the project Transport Reform. The service provider's work will generally consist of consultancy connected to assessments of company law and contract law conditions and the preparation of different forms of decision basis.
Consultancy, consultation and guidance, including assistance with the preparation of documents connected to economic and financial questions will be particularly relevant. Assistance connected to the establishment and changing of companies will be particularly relevant, but the Ministry of Transport shall also be able to use the service provider in other questions connected to the project.
The Ministry believes the problems will, amongst other things, be connected to:
— Facilitation for the start-up of companies.
— Commercial operation of companies.
— Financial transactions, handover of assets etc. upon the separation of activities.
— Value assessments and preparation of opening balance.

Qualification requirement:

— Paid taxes and duties.

— Fulfilment of statutory requirements concerning health, safety and the environment.

Documentation requirement:

— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the service provider has his head office and by the tax officer in the corresponding county.

— HSE self-declaration.

— Legally established company.

— Company Registration Certificate.

Økonomisk og finansiell stilling:

Qualification requirement:

— Adequate economic and financial capacity to carry out the delivery where, amongst other things, creditworthiness with no requirement for collateral will be sufficient.

Documentation requirement:

— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Teknisk og faglig kapasitet:

Qualification requirement:

— At least three relevant deliveries during the last five years with relevance for this contract. Relevant deliveries mean assignments for a Ministry or public department connected to legal assessments for changes in organisation structure/reputation of public departments, establishment of companies under public management etc.

— Sufficient professional expertise and capacity to perform the assignment.

Documentation requirement:

— Reference list of all of the service provider's deliveries in the last three years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. What has been provided and the function the service provider had in the contract must be stated.

— Description of the service provider's competence and capacity (resources) to fulfil the contract.
