The Norwegian Defence Estates Agency supports the Norwegian Armed Forces' operative activities by providing functional and rational properties, buildings and facilities ( henceforth referred to as EBA). This is executed by safeguarding tasks related to general planning, early stage assessments, procurements, constructions, purchases, hiring and acquisitions. The Norwegian Defence Estates Agency has been assigned by the Norwegian Ministry of Defence to prepare general implementation plans (referred to as HGP) viewed in a long-term perspective in order to safeguard.
General implementation plans:
General planning of the Defence Sector (EBA) is a vital strategic management tool for both the Norwegian Armed Forces as an owner, as well as for the Norwegian Defence Estates Agency as an administrator. The objective is to safeguard the user's requirement in an efficient manner and simultaneously ensure a long-term asset management for the sector.
It is also an objective that all of the Norwegian Armed Forces' concentration areas have updated, general implementation plans (HGP) which shall form a basis for measure decisions and be a guarantee for a conscious long-term development focus of the area.
General planning is the tool for:
— Optimisation of the EBA portfolio within the planned investment level.
— Ensure predictable framework conditions for the Norwegian Armed Forces.
— Assessment of various requirements as a whole.
— Establishment of basis for individual procurement and sale decisions in a long-term perspective.
— General transversal priorities.
— A solid foundation of main actions.
Through this tender notice the contracting authority wishes to enter into a framework agreement for access to consultancy services related to support in connection with preparation of General Implementation Plans.
