Tenderers shall have the economic and financial capacity to fulfil the contract.

1. The last annual report (including the annual accounts, the board's report and the auditor's report), or:

2. Solidity assessment from a certified credit rating company. The assessment must provide information about the credit rating and the extent of any risk of bankruptcy (bankruptcy prediction). Stortinget will reject tenderers with a poorer rating than "approved" (credit rating)or tenderers with a bankruptcy risk over 7 percent. The rating must not be older than 6 months.

If a service provider wants, or if sufficient documentation is not enclosed, the Norwegian parliament will instead undertake a rating of the tenderer's economic and financial position by using the service Proff™Forvalt (www.forvalt.no)). Service providers with a rating worse than B2 will be rejected. Service providers who are in doubt as to whether they fulfil the qualification requirement are encouraged to check their rating.

Teknisk og faglig kapasitet:

Very good experience is required from at least three equivalent contracts in the last three years.

Documentation:

List of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the service provider will be accepted.

The references shall document that the services were carried out efficiently, reliably and with professional competence.

When the tenderer provides information on references in his tender, this will be seen as acceptance that the contracting authority can contact the reference person for further information. Tenderers shall have informed and obtained acceptance from the references that the contracting authority can contact them as regards this case. The information can be used to assess whether the qualification requirement is fulfilled, but it will not be used otherwise in the evalution.
