The contracting authority shall enter into a framework agreement for purchase of biofuel oil and biodiesel. The framework agreement shell be entered into with 1 supplier.The framework agreement includes delivery to schools, sports halls, nursing homes, nursery schools, district administrations and other objective buildings in the enterprises' portfolio that wish to use biofuel oil as fuel. During the contract period the contracting authority may require delivery of biodiesel to some facilities. This will be a part of the contract.Presently the Municipal Undertaking for School Buildings has 39 schools and sports halls using biofuel oil as heating. Presently the Municipal Undertaking for Social Service Buildings has 28 buildings using biofuel oil as heating However, this extent may change during the agreement period. In addition to the buildings already using biofuel oil, the supplier must take into consideration that more buildings may require biofuel oil during the agreement period. It may also be relevant for some of the buildings to alter the heating systems from biofuel heating into other heat sources.The scope of the procurement is estimated to approx. 2 000 000 litres of biofuel oil per annum. Of this is approx. 150 000 litres with a quality of CFPP –15 °C must be delivered. Presently there are no concrete plans of using biodiesel, but it is estimated that this requirement my amount to approx. 50 000 litres per annum.The deliveries are expected to be initiated 2014.15 500 000

Egnethet til å utøve yrkesvirksomheten:

2 tax certificates and VAT certificates shall be submitted:

— Certificate issued by the treasurer/municipal treasurer where the supplier has the main office (tax, garnishment, employers' national insurance contributions).

— Certificate from the tax office in the region concerned (VAT).

Both certificates shall use form RF-1244 and be issued by the Norwegian Tax Administration (Skattedirektoratet).

Suppliers with business address in other EEA countries must submit corresponding certificates.

All tenderers shall present HSE self-declaration with the tender. The declaration shall be in accordance with the attached form, see attachment 1. Inadequate submission of the HSE self-declaration will lead to rejection.

The company shall be a legally established enterprise and a certificate of company registration, or an equivalent certificate as determined by the laws of the country where the supplier is established, must be submitted.

Økonomisk og finansiell stilling:

— Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The entire credit evaluation report must be supplied and should contain key figures for the last 3 fiscal years. A rating shall be carried out by an officially approved credit rating institution. The contracting authority reserves the right to obtain separate credit evaluation if necessary.

If the supplier due to valid reasons cannot prove the financial position in accordance with the above requirements, the Contracting Authority will evaluate other appropriate documentation.

Teknisk og faglig kapasitet:

— A list of the most important deliveries delivered the past 3 years, including information of the value, time frame, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the supplier can be accepted.

— A description of the supplier's technical personnel and technical units at the supplier's disposal in connection with completion of contract, whether they belong to the company or not. Including the supplier's distribution network and/or delivery agreements. Furthermore, number of tank vehicles and terminal capacity at the supplier's disposal in connection with implementation of the contract, shall be stated

— Description of biofuel oil and biodiesel and documentation verifying compliance with EN 14213 and 14214, c.f. the requirement specification.

— Description of the company's quality assurance: Certificate of the company's quality control system/management system issued by independent bodies, which confirm the supplier fulfils certain quality assurance standards, for example ISO 9001:2002. The Contracting Authority also accepts other documentation that shows that the supplier has equivalent quality assurance measures.

Statement of existing routines or valid certificate from a third party verification system (e.g. Eco Lighthouse, ISO 14001, EMAS).

Minste nivå(er) av standarder:

Competence and experience from equivalent assignments.

— Sufficient capacity and ability to delivery.

— Biofuel oil and biodiesel shall have the quality required in the requirement specification, c.f. Annex 2 in the tender documents.

4. The supplier shall verify having a:

— sufficient quality assurance system;

— procedures to carry out the assignment in an environmentally reliable manner.
