The agreement will be entered into for the period 1.3.2014 –1.3.2018 with the option of a 1 + 1 year extension.

Qualification basis:
In accordance with the Norwegian Directive on Public Procurement (OA), the municipality may impose requirements on tenderers.These are minimum requirements that must be fulfilled to qualify for participation in the competition.
These include:
1. Certificate not older than six months from the chief municipal treasurer that confirms that the applicant is up-to-date with the payment of taxes and charges (§ 17-14).
2. Certificate not older than six months from the county tax manager confirming that the tenderer is up-to-date with the payment of VAT (§ 17-14).
3. HSE self-declaration (§ 17-15).
4. Certification of registration in professional registers, trade registers or business registers as prescribed by the law of the state where the tenderer is established. (the Brønnøysund Register in Norway) (§ 17-10)
5. Description of the supplier's economic and financial position (§ 17-8):
— Audited accounts for the last two years.
6. Description of the supplier's technical or professional qualifications (§ 17-9):
— The staff that the tenderer has at his disposal for delivering the contract regardless of whether they belong to the company or not;
— A list of key deliveries provided during the past three years, including their value (NOK million) and duration.
7. The company's environmental status shall be confirmed.
To participate in the tender, the tenderer shall supply the documents described above.
Missing tax certificates and a missing HSE self-declaration are grounds for rejection; see.FOA § 20-12.
For points 1, 2, 3 and 4, the documentation requirement also includes any sub-contractors; self-declaration from the supplier is a required document.
Wages and working conditions.
Provider will attach a declaration form confirming that wages and working conditions are in accordance with the Norwegian (or his/her country's) agreements, e.g. Wage Agreements.
