Financial services for financing new airport express trains

Flytoget is in the process of procuring eight new trains, with expected delivery in 2017-2018. In addition the existing trains shall be upgraded when the new trains are delivered and in operation. The procurement of new trains and upgrades to the existing trains shall be completely or partially financed by a loan.
Flytoget thus requires financial services as described below.
Flytoget invites service providers to apply for qualification for participation in the competition for the contracts.
The procurement comprises the following parts:
1.Long term withdrawing facility for financing the trains, which shall also include a withdrawal facility for financing the upgrades to the existing trains.
2.Derivative contract for currency hedging for the procurement of new trains NOK — EUR.
3.Subject to the procurement of a separate derivative contract for interest rate hedging for a loan if Flytoget deems it appropriate.
As the competition for the delivery of the new trains has not yet been completed, and the programme for upgrading the existing trains is not yet set, the detailed financing need and hedging need is uncertain. The maximum loan required is expected to be approx. NOK 500 000 000 -700 000 000. Emphasis is put on the fact that the loan need is a provisional estimate and there can be changes. It is, however, clear that the value of the financial services will exceed the EU/EEA threshold, cf. the regulations on procurements in the utilities sector (water and energy supply, transport and postal services) dated 7.4.2006 no. 403 (hereafter the ‘Utilities Regulations’) § 2-3 (1) letter a).
The derivative contract for currency hedging is not covered by the Utilities Regulations'rules and it will be established after a separate negotiated procedure with short deadlines. The contract will be signed after a short tender deadline, and a short time after a decision has been made on the award of contract, due to the need for an immediate hedging of the currency risk as soon as the contract for the procurement of the trains has been signed. The loan contract and any contract for interest rate hedging will be signed after a negotiated procedure in accordance with the Utilities Regulations. The implementation of the competition for these contracts will be further described in the tender documentation, which will be sent out after the service providers are qualified and the participants in the competition have been chosen, cf. points 3 and 4 below respectively.
Service providers are free to submit a tender for one or several parts of the procurement. Service providers must state which parts a tender will be submitted for, when requesting participation in the competitions.
All tenders must be submitted electronically via the Mercell portal at www.mercell.no by the tender deadline.
