Politiets fellestjenester

Field uniform (uniform with membrane for field use) consists of jacket with high collar and hood, and trousers with high waist and suspenders. The products are based on the Norwegian Armed Forces models M/02.
The field uniform is the police uniform for field service of a different nature. This can include training at the shooting range, service dogs, search and rescue operations, and other field assignments. The police service is at times rough and can take place in extreme whether conditions at all times of the year.
When performing the assignments named above, it is important that the clothing is functional, is water and wind proof, and also moisture wicking. The field uniform should also be durable (hard-wearing) and tolerate daily use in all sorts of terrain throughout the year. All of the seams in this uniform must be taped.

The contract period is 2 years from the date the contract is signed by both parties. The Contracting Authority has the option to extend the agreement on verbatim terms for 1+1 years, so that the total possible length of the agreement is 4 years.

Økonomisk og finansiell stilling:

Tenderers shall have the economic capacity to carry out the assignment/contract, this entails a credit rating no lower than A (Dun and Bradstreet) or the equivalent: Credit assessment/rating from a credit assessment institution, no older than 6 months.

Teknisk og faglig kapasitet:

Tenderers shall have experience from a minimum of 3 equivalent contracts. Here, equivalent means the delivery of membrane textile clothing to business customers. List of the most important relevant contracts (minimum of 3) in the last 3 years, including information on value, date and recipient (name, tel. no. and e-mail address). References will be contacted if needed. Contracting Authorities own objective documented experiences may be used, and will be compared with all of the other references.

Tenderers must have sufficient disciplinary qualifications to carry out the contract. Description of Tenderer's disciplinary competence with documentation of relevant certifications and approvals related to the contract.

The tenderer shall have sufficient implementation ability. Description of how the Tenderer will carry out the contract and handle the expected workload.

Tenderers shall have a good and well functioning system for quality assurance/management. If the tenderer is certified in accordance with internationally approved standards for quality assurance/-management (ISO 9001 or equivalent), it is sufficient to submit a copy of the issued certificate. If the tenderer is not certified, the quality system must be documented. Documentation shall as a minimum comprise procedures/routines for: treatment of deviations and complaints: approval of the sub-contractor process from receipt and registration of orders until delivery to the client has occurred.

Tenderer shall have established connections with any sub-contractors. If the interested party uses another company's capacity in this way to fulfil the contract, documentation shall be provided that proves that the interested tenderer has control over the necessary resources, cf. Public Procurement Regulations § 17-9 (2).

The Contracting Authority's decision of who shall be awarded the contract will be notified in writing simultaneously to all of the participants within a reasonable time before the contract is signed.

There will be a waiting period of 10 calendar days after the announcement where tenderers have the possibility to appeal the awarding of the contract. When the waiting time has expired, the Contracting Authority intents to enter into contract.

The deadline is calculated from the day after the announcement of the tender result is sent.
