The Ministry of Labour and Social Affairs invites tenderers to submit a tender for an evaluation of the Norwegian Labour Inspection Authority. The Norwegian Labour Inspection Authority is a government department under the Ministry of Labour and Social Affairs. The Norwegian Labour Inspection Authority's main assignment is to contribute to the working environment act's provisions being followed up in companies, by, amongst other things, carrying out inspections and giving guidance based on thorough evaluations of what companies have the greatest risk of health injuries and accidents.
In the period 2004 to 2006 the Norwegian Labour Inspection Authority went through a comprehensive change process. It has now been eight years since the reorganisation of the Norwegian Labour Inspection Authority and the ministry would like an independent evaluation of the status and results of the ministry's decision in 2004 on the Norwegian Labour Inspection Authority's strategy and organisation.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirements:
— Taxes and duties have been paid,
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than six months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, national insurance contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

Økonomisk og finansiell stilling:
Qualification requirements:
— An adequate economic and financial capacity to complete the delivery. As part of this, it will be considered sufficient for creditworthy with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements:
— The service provider must be able to prove at least 3 relevant deliveries in the last 3 years. Relevant contracts means contracts that show consultant and/or review competence and solid experience with working life related surveys and analyses.
— The service provider must have the sufficient expertise and capacity to perform the assignment.
Documentation requirement:
— Reference list of all of the service provider's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the contract and references. It must be stated what has been delivered and the role that the service provider had in the delivery.
