Evaluation of the fires in Lærdal, Flatanger and Frøya

The Norwegian Government has determined that there will be a comprehensive review and evaluation of the fires in Lærdal, Flatanger and Frøya municipalities in winter 2014.
The assessment will highlight all of the important conditions of significance for the events, including preventative work, emergency preparations, management and handling of the effort as well as coordination and collaboration between the agencies. The fires and the handling of these should be seen in context, in order to identify common learning and improvement points, as well as identify measures to strengthen the handling ability in particularly demanding situations.
In this regard, the Ministry of Justice and Public Security will enter into contract for carrying out the evaluation.

The Contracting Authority wants further options for additional purchase in connection with the evaluation, beyond the financial framework and time frame, for which an hourly rate should be provided. The hourly rate will not be the subject of allocation.

— Tax certificate and VAT certificate no more than 6 months issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county,

— The supplier must have adequate economic and financial capacity to complete the delivery where, creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements:
— At least 3 relevant deliveries during the last 3 years. 'Relevant deliveries' means assignments, reports and follow-up evaluations etc. within the justice sector and equivalent themes,
— The supplier must have sufficient professional expertise and capacity.
Documentation requirement:
— Reference list of the supplier's deliveries during the last 3 years. It must state the contracting authority's name, if possible the value of the assignment and a reference. Furthermore It must state what has been delivered and the role that the supplier had in the delivery,
