Evaluation of management by objectives of CCS innovative activities

Gassnova SF

Gassnova SF (Gassnova) whose purpose is to manage the government's interests in connection to CO2 handling, and shall be the government's executing enterprise through participation in projects for CO2 capture and storage. Gassnova shall advise the Royal Norwegian Ministry of Petroleum and Energy [OED] regarding CO2 handling. In addition, Gassnova will assist in carrying out the technology development program "CLIMIT" in cooperation with the Norwegian Research Council.
CLIMIT is a program for initiatives for development of technologies for CO2 handling. The program is run in cooperation between Gassnova and the Norwegian Research Council, and is aimed at research, development and testing/demonstration of new or immature technology. The program provides support (government support) to activities in all phases of development and commercialisation of new solutions, based on applications. The CLIMIT program aims to accelerate the commercialisation of CO2 handling.
The basis for the evaluation is results and impact goals as formulated in the governing documents applicable to the scheme, including letter of assignment/awarding letter from the Royal Norwegian Ministry of Petroleum and Energy, and the at any given time current program plans for CLIMIT. In connection with evaluation of goal achievement, an assessment is desired of whether the program's projects each have sufficient quality and ambitions, and about the project portfolio as a whole has sufficient technology and industry breath and relevance in relation to the objectives of the scheme.
The assignment shall be carried out during autumn 2014, with options for further evaluations.
