… taxes and employers' national insurance contributions. Documentation. Tax certificate. The certificate shall not be older than 6 months. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-contractors the tax certificate must also be provided for them.

… VAT. Documentation: VAT certificate. The certificate shall not be older than 6 months. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates for VAT must also be provided for them.

Requirement: The supplier shall be a legally established enterprise. Documentation requirement: Company Registration Certificate or equivalent from the tenderer's home state. The certificate must not be older than 6 months.

3. Bidder must vouch for the fact that the firm works systematically to comply with health, environment and safety legislation and satisfies the Internal Control Regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Documentation requirement: Signed HSE self-declaration. The certificates must not be older than 6 months.

Økonomisk og finansiell stilling:

Requirements: the company's solvency. The tenderer shall have sufficient capacity to carry out the assignment/meet the contractual obligations. Documentation: The tenderer is asked to present a credit rating report for the company. The credit rating shall be conducted by a company with permission to provide credit ratings. Tenderer lacking rating in such company may substantiate the financial capacity by appropriate bank/holding company guarantees, relevant liability insurance and/or extracts from annual accounts. The contracting authority regards bank or holding company guarantees or relevant liability insurance as suitable, if these cover financial losses caused by a failure to fulfil the contract. The contracting authority reserves the right to obtain credit rating reports.

Teknisk og faglig kapasitet:

Requirement: Ability to fulfil the contract - personnel. Bergen municipality would like to enter into contracts with service providers who have top professional competence and a good ability to fulfil the contract in accordance with the contracting authority's needs. The service provider is required, therefore, to have sufficient capacity to be able to complete the task. All available resources in all competence levels, for all requested service areas, shall be stated The tenderer shall also have sufficient competence to provide the requested services within all competence areas and all competence levels as described in Appendix 1. Documentation: The service provider must fill in the attached form named 'Kapasitet og kompetanseprofil' ('Capacity and competence profile'). This shall give an overview of number of man years with competence in implementation of the relevant delivery. It is a condition that the number of man years stated for the individual service areas is relevant for offering assignments in Bergen municipality.. The requirements for consultants in assignments are in annex 1 and in the minimum requirements

Requirement: Experience from similar assignments. Service providers are required to have experience from similar contracts. Documentation: Service providers must fill in the attached reference form in accordance with the instructions given the form.

Requirement: Quality assurance. It is required that the tenderer has established routines for quality control and methodology which ensure the delivery and process quality related to implementation of the consultancy assignment/service. Documentation: Description of the company's routines for quality management. If service provider holds an ISO 9001:2000 or later certificate, this may be attached.
