The Norwegian Defence Estates Agency invites suppliers to submit tenders in a negotiated procedure with pre-qualification for the procurement of environmentally friendly energy and it is now inviting private actors to a cooperation for heating and cooling the Norwegian Defence Estates Agency's new and existing buildings and sites at Ørland air station.
The Norwegian Defence Estates Agency is announcing energy services as this will provide cost efficient solutions, and efficient energy production operation. If the Norwegian Defence Estates Agency decides that constructing and running the energy services themselves will, in total, be more favourable than procuring from an external supplier, this will be preferred.
Furthermore, it is a prerequisite that the granting authority approves the procurement of the energy services.

This competition has the intention of fulfilling Ørland air station's need for heating. It will also be possible to offer a system that can fulfil the air station's need for cooling. Cooling will, however, not be a prerequisite for participation in the competition. The Norwegian Defence Estates Agency has the right, but not a duty, to procure cooling even if this is included in the tender from the chosen supplier.The heating requirements are described in more detail in point 3.2, whilst the requirements for possible cooling are described in point 3.3. The stated requirements will be maintained throughout the entire competition, but attention is drawn to the fact that the requirements can be specified in more detail, supplemented and clarified in the tender documentation, which will be sent out after the pre-qualification.

Suppliers are required to be Norwegian companies or companies from countries that have an activity/valid security agreement with Norway. All persons that have to be security cleared shall be Norwegian or from countries that have a security agreement with Norway. The National Security Authority can provide information on which countries this applies to.

Suppliers are to be aware that it will take time to get foreign workers security cleared, and it is the supplier's risk if security clearance is not achieved/not achieved by the deadline/possibly takes longer than what the supplier has planned. The fact that the suppliers are seen as qualified in accordance with the above qualification requirements does not relieve them of the responsibility and risk of the necessary authorisations and clearances actually being achieved.
