Sør-Odal municipality, hereafter called the contracting authority, would like to enter into a contract for emptying sludge with one service provider and therefore invite tenderers to an open tender contest for emptying and delivering sludge from private sewage installations.
The assignment will mainly consist of emptying sludge tanks and septic tanks from households, holiday homes and communal installations in Sør-Odal municipality.
The assignment is for emptying sludge from widespread buildings, interceptors for sludge and sealed collection tanks, that the municipality is obliged to carry out pursuant to the Pollution Act § 26.
Option for registering private interceptors for sludge in Sør-Odal municipality.

The service provider shall have his tax and VAT payments in order.

The service provider must have a functioning HSE system.

The service provider shall be a legally established company.

Documentation:

— Tax certificate (Tax certificate for tax issued by the tax collector/municipal cashier (form RF-1244)) which is no more than 6 months old.

— VAT Certificate (Certificate for paid VAT issued by the tax collection office (form RF-1244)) which is no more than 6 months old.

— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.

HSE self-declaration (See appendix 4 to the tender documentation).

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the service provider is established.

Økonomisk og finansiell stilling:

The tenderer must have the financial capacity to carry out the assignment/contract.

Documentation

— Credit rating equivalent to Dun and Bradstreet's rating A or equivalent.

Teknisk og faglig kapasitet:

The service provider is required to have sufficient machinery, equipment and capacity - minimum a large and small sludge suction vehicle, as well as a vehicle with

4WD and a vehicle with flushing possibilities. In addition field tools that enable electronic registration in the field, which can be converted in our management tool.

Documentation: A description of the machinery, equipment and the tenderer's capacity to take on the assignment.

The service provider is required to have professional competence.

Documentation: Driving licence for the actual motor vehicle.

A transport licence is required.

Documentation: A copy of the transport licence shall be enclosed with the tender.

Invoicing - The municipality uses Visma Enterprise for processing invoices.

The municipality would like to receive incoming invoices electronically in EHF-format.

Documentation: The service provider must describe his system for electronic invoices and provide references with contact information where such a system has been established.

Communication — language

Personnel carrying out the work must be fluent in written and oral Norwegian.

Documentation: Confirmation in the tender documentation that the requirement is fulfilled.
