A framework agreement shall be signed that gives the municipalities the opportunity to procure new fittings for their election premises for the municipal council and county council elections 2015 and the parliamentary election 2017.
The aim is to enter into a framework agreement with a manufacturer who can provide election equipment for the country's 428 municipalities. The election equipment consists of election cubicles, ballot boxes and a sign programme that the municipality can order for use in elections. The equipment was developed and tested in a design competition arranged in cooperation with Norsk Form. The election equipment was produced in 2011 and 2013 and all municipalities received an offer to procure the election equipment.
The Ministry of Local Government and Modernisation is entering into this framework agreement on behalf of the municipalities. The municipalities have a right, but not an obligation to make call-offs on the contract.

It is, thus, not possible for the contracting authority to provide an estimate of the call-offs on the three framework agreements. The municipalities had an offer to procure this election equipment at the elections in 2011 and 2013. A total of 1976 ballot boxes and 1857 election cubicles were sold.

The supplier shall have settled conditions regarding payment of taxes and VAT.

Documentation requirement

1.Tax certificate, not older than 6 months

2. Value added tax certificate, not older than 6 months

A certificate for tax and a certificate for paid fees issued either by the local tax office or the tax collection office where the supplier's head office is located. See www.skatteetaten.no

Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones.

The supplier shall comply with Norwegian statutory requirements for health, safety and the environment.

3. HSE Declaration

The supplier must be a legally established company.

1. a, for Norwegian companies: company registration certificate

b, for Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.

The supplier shall have carried out at least 2 equivalent assignments during the last 3 years.

Equivalent assignments means:

Ballot boxes:

Assignments consisting of complex products in thin sheets, welded and bent, in the relevant material based on specially designed systems and with relevant details such as, for example embossing and power varnishing. Examples: Postboxes, encapsulations, cupboards etc.

Election cubicles: Assignments consisting of complex products, with movable parts made up of, amongst other things, aluminium profiles, plastic components and wood, based on specially design systems. Examples: Furniture, tables, office fittings etc.

Sign programme: Sign elements in various formats (roll-ups, signs for inside use, signs for outside use) with graphical print in accordance with a graphical profile belonging to a company, event or organisation.

Documentation requirement -

6. Description of the supplier's 2 most relevant assignments during the last 3 years, as regards each element (ballot box, election cubicle and sign programme).

The description must include the contract value (if possible), time frame and recipient (name, phone and e-mail). References must be contactable if necessary to clarify the relevance of the contract. However, it is the tenderer's responsibility to provide a description documenting relevance.

The supplier must have sufficient execution ability and capacity to carry out the assignment and deliver products at the appointed time.

Documentation requirement

7. Statements must be submitted indicating the supplier's average workforce over the last 3 years and the equipment, machinery, tools, material or technical equipment that are available to the supplier and will be used to implement the contract/assignment.

A good and well-functioning quality assurance system is required for the products that will be provided.

8. Statement regarding the supplier's quality assurance system/ management system

To ensure compliance with environmentally relevant requirements in the contract, the supplier must possess sufficient relevant environmental competence, management systems and routines for quality assurance of the services that are covered.

9. Report on the supplier's environmental expertise and procedures that document that the requirement is met. If this is described in the organisation's quality or environmental management system in accordance with ISO 9001, and ISO 14001, or other third party verified systems, it is probably sufficient to submit a copy of the current certificate.
