The Ministry would like to enter into a contract for the project ” Effects of making tariff agreements public on the labour market's mode of operation and for wage formation”. The background for the project is that the Ministry of Labour and Social Affairs would like, amongst other things, to have better knowledge of what effects making tariff agreements public has for the labour market's mode of operation and for wage formation. The project ought to have its main focus on the period from and including 2007. The project delivery shall, at a minimum, include an article or a report written in Norwegian.

The contracting authority has an option for additional procurements beyond the stated economic and time limits. Hourly rates are wanted for this. This hourly rate will not be an object in the award of contract.

Qualification requirements:
— Paid taxes and fees.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than six months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

— Adequate economic and financial capacity to complete the delivery, including creditworthiness with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or equivalent form of documentation to demonstrate that the above requirement has been met.

Qualification requirements:
— The supplier must be able to prove at least three deliveries in the last three years with relevance for this assignment. Relevant assignments mean research and review assignments within the labour market and wage formation questions.
— The tenderer must have adequate professional skills and the capacity to complete the assignment.
Documentation requirement:
— Reference list of the service provider's contracts in the last three years with relevance for this contract, with the contracting authority's name and which role the service provider had in the contract, as well as any cooperation partners/sub suppliers.
