Effects of efforts to include vulnerable young people in employment in the Nordic countries

The Ministry of Labor and Social Affairs (ASD) wants better knowledge of the effects of different types of efforts and measures to help (more) young people with reduced work capacity to obtain employment.
We want a survey and comparative analysis based on the evaluations of different types of actions, efforts and projects to achieve this in the Nordic countries.
A detailed description of the assignment content and requirements of the assignment is given in Appendix 1 to the contract.

The contracting authority reserves the right option for any additional purchase even beyond the specified time frame; see the description of the assignment in Appendix 1. An hourly rate for additional work must be stated. This is not subject to allocation.

Qualification requirements:
— Paid taxes and fees.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate: not more than 6 months old, issued by a competent authority confirming that confirms that the tenderer has fulfilled its obligations regarding payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has its registered office and by the tax officer in the corresponding county.

— Adequate economic and financial capacity to complete the delivery where among other things creditworthiness with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or equivalent form of documentation to demonstrate that the requirement has been met.

— The tenderer must be able to demonstrate at least 3 completed the equivalent or similar assignments in the last three years that have bearing on this assignment. The phrase " equivalent or similar assignments" is here defined as research or reporting tasks within the labour market and welfare issues.

— Reference list of the vendor's (at least three) equivalent or similar assignments in the past three years with bearing on this assignment, and with the contracting authority's name and possible reference. The statement shall include what has been delivered and the role that the supplier had in the delivery.
