EEA 036-2014 Fire boat

The contract is for a fire boat with an option for various additional equipment.
The new vessel is intended for use in rescues and fire fighting, and for assistance in acute pollution in BB's area of responsibility, which comprises the Port of Bergen and the near coastal areas in Bergen municipality.
The boat shall make up an important part of the total fire and rescue stand-by that Bergen fire service provides and must therefore be constructed to handle assignments 365 days a year under all the meteorological conditions that can be encountered.
Participation in extinguishing fires is very important for the vessel. The vessel shall, thus, be able to be equipped with the pump capacity and functionality that ensures this work. Bergen consists of inflammable areas that are close to the sea. Pumps and extinguishing equipment must therefore be of such a nature and quality that it can be continually used over time during long operations. It is also important that the boat can be kept stable and in position under such operation without one needing to moor it to the land.
Rescue jobs will be a central function for the new boat and it is therefore important that the design of the deck and access to and from sea is simple and safe. Rescue jobs by divers require a good and open deck area for the necessary equipment. It must also be simple and safe to move from boat to sea and vice versa. In the event of drowning and other accidents, there will be a need for an internal stretcher place where the necessary treatment is possible.
As a place of work, the boat must be ensure safe transport of divers and rescue personnel to the destination place, as well as providing good communication possibilities between the crew and divers, both before and during the rescue. The boat's activities mean that it must be possible to take onboard passengers and place them in an area that is appropriate and that does not put further rescue operations in danger.
In some cases the boat will be used to assist in the acute phase of emissions and pollution. This work can involve laying out and towing booms, as well as transporting equipment or other assignments. The boat must therefore always fulfil the current requirements for carrying out this type of work. It will also be possible that heavy equipment can be transported on deck in a secure way as regards fastening and stability.
As only one fire boat has been planned, Bergen Fire Service has a need for an all-round vessel, with minimal danger of operational interruptions, good speed and sufficient range.

The contracting authority draws particular attention to the strict negotiating ban and the strict rejection rules that apply for the type of competition open tender competition. The contracting authority has limited possibilities to make clarifications, and it will not take much before reservations/deviations lead to the contracting authority being obliged to reject tenders from the competition. This can easily be the consequence if the supplier chooses to enclose their own contract terms as a part of the tender. Suppliers are asked to ask questions in the competition instead of making reservations. See the tender documents for more information.
