E6 Biri-Otta, hiring of a consultant with railway technical expertise

The Contracting Authority wishes to use this tender to hire a consultant with railway technical expertise, particularly with experience in tracks, superstructures and substructures. The scope corresponds to a 50 % position.
The Norwegian Public Roads Administration - Eastern Region, has established the E6 Biri-Otta project, which is responsible for the planning and development of large projects (distance wise) on the E6 in Oppland. The first big assignment is the development of new E6 from Ringbu to Otta. The stretch currently being built is E6 Frya-Sjoa.
The person hired will assist in the building management of the project with professional expertise, advising and control, as well as coordinating between the contractor, General Contractor and the Norwegian National Rail (Jernbaneverket).
The period is for 1 year from signing of the contract, with an option for extending the agreement by 6 months + 6 months, so that the total possible agreement length is 2 years.
Office location is Ringebu.

Information and documentation necessary to evaluate whether the requirements are met:
Tax certificates:
Tenderers shall enclose two certificates:
1. Certificate issued by the tax collector or chief municipal treasurer (tax, advance tax deduction, attachment of earnings and payroll tax).
2. Certificate from the tax office in the region concerned (VAT).
Norwegian companies: These certificates shall be as recent as possible and no more than six months old from the tender deadline. Both certificates shall be designated RF-1244 and be determined by the Directorate of Taxes.
Foreign companies: In the case of foreign suppliers, certificates shall be presented which document the fact that the tenderer has met it's obligations concerning the payment of tax and duties.
HSE Self-declaration:
Tenderers shall enclose a completed and signed HSE self-declaration. (A template for the statement can be found at: http://www.lovdata.no/for/sf/fa/ta-20060407-0402-035.html). The statement shall be signed by the general manager and a representative of the employees.

Working partnerships, declaration of joint and several liability.
Where the tenderer is dependent on other suppliers in order to qualify, a declaration of joint and several liability to the Contracting Authority and third parties must be submitted with the tender.
Furthermore, each individual participating company in the working partnership must provide information on their company as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements except HSE. Each participant will be individually assessed for HSE.

Where the supplier is dependent on a sub supplier in order to be qualified, the supplier must document for the Contracting Authority that the supplier will have authority over the necessary resources.
This can be documented by the supplier presenting a mutual declaration of obligation or equivalent.
