The tenderer shall have the the legal foundation necessary to fulfil the contract obligations. The tenderer must be registered in an enterprise register as prescribed in the state where the tenderer is established.

Documentation requirements:

— Company registration certificate (enclosed with the tender in Form G10).

HSE self-declaration is required.

All Norwegian and foreign service providers who will carry out work in Norway shall submit a HSE self-declaration in accordance with the public procurement regulations § 3-4/ § 8-8 / § 17-15. The self-declaration shall be in Norwegian. If one or several of the companies has not submitted a HSE self-declaration, the contracting authority will set a short additional deadline for sending the HSE self-declaration.

The form for the HSE self-declaration (cf. template G8) is to be enclosed in accordance with form G1.

For working partnerships:

Where the tender is dependent on other suppliers in order to qualify, a declaration of joint and several liability to the Contracting Authority and third parties must be submitted with the tender. Furthermore, each individual participating company in the working partnership must provide information on their company as is required in the tender documents. Working partnerships will be assessed collectively for all eligibility requirements except HSE. Each participant will be individually assessed for HSE.

For tenderers that use sub suppliers:

Information must be given in the tender if sub suppliers will be used. Where the service provider is dependent on a sub supplier in order to be qualified, the service provider must document for the contracting authority that the he will have authority over the necessary resources.

The tenderer shall have the requisite economic capacity to fulfil its contract obligations.

— Company registration certificate (enclosed with the tender in Form G10).

Requirement for tax certificate

All Norwegian suppliers shall submit tax certificate and VAT certificate in accordance with the Public Procurement Regulations § 3.3 / § 7.8 / § 17.14. Use Form RF 1244 for both certificates. Similarly, all foreign suppliers must provide a certificate of having fulfilled their obligations relating to the payment of taxes in accordance with the laws of the State where they are established. If one or several of the companies have not enclosed tax certificates, the contracting authority will set a short additional deadline for sending the certificates.

Enclose tax certificates (tax certificate from the municipal treasurer, cf G6, and tax certificate from the tax collector cf G7, respectively) with the tender in accordance with Form G1.
