Development of a LRIC model for fixed access

NPT would like to enter into a contract for consultancy services for the development of a long-run incremental cost (LRIC) model for fixed access networks. The purpose of this assignment is that NPT shall have an effective tool when it shall consider future regulation of the wholesale markets for broadband. The applicable markets in Norway are the wholesale market for full and shared access to fixed access networks (also referred to as the market for Local Loop UnBundling, LLUB) and the wholesale market for broadband access, Market 4 and Market 5 respectively. +

Egnethet til å utøve yrkesvirksomheten:

1) The service provider shall have his tax and VAT payments in order.

Documentation:

— Tax certificate,

— VAT certificate.

A tax certificate and a VAT certificate for paid fees issued either by the local tax office or the tax collection office where the service provider's head office is located. The certificates should not be older than 6 months from the tender deadline. For further information, go to www.skattetaten.no Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.

2. The service provider must have a functioning HSE system.

Documentation: a HSE self-declaration, see the template in annex 1.

3. The service provider shall be a legally established company.

— Norwegian companies: Company Registration Certificate,

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.

Økonomisk og finansiell stilling:

1) The service provider must have the financial capacity to execute the contract.

Documentation: Annual accounts from the last 2 fiscal years including the board's annual reports and auditor's reports.

Teknisk og faglig kapasitet:

1) The service provider shall have experience from a minimum of 3 similar assignments during the last 4 years.

Documentation:

Description of the service provider's 3 most relevant contracts in the course of the last 4 years. The description must include the contract value, date and recipient (name, phone and e-mail). References must be contactable if necessary to clarify the relevance of the contract. However, it is the service provider's responsibility to provide a description documenting relevance.

2)) The service providers shall be independent.

A statement which confirms that the service provider does not have any ongoing assignments that can create a conflict of interest.
