Detailed designing of expansion of treatment plant

Ringerike kommune

Ringerike municipality's Technical operation, Development together with Cowi AS prepared a pilot project for the expansion of Monserud treatment plant. The pilot project report is attached.
Monserud treatment plant is nearing it's capacity limit and has problems with sludge treatment. To meet the planned development projects and increased population growth in Hønefoss and it's surrounding, the current plant shall be expanded by a bio stage and measure for sludge treatment, and the first stage of a new treatment plant will be constructed next to the existing plant, with a capacity of 24 000 pe. Arrangements shall be made for a later expansion of a second building stage to a total capacity for the new plant of 36 000 pe.
The municipality mainly wants assistance for detailed designing and following up in the construction period for the following:
Compliment the existing treatment plant with a bio stage.
Carry out, as discussed in the pilot project, building stage 1 for the new treatment plant.
Technical solution recommended in the preliminary report is adopted in the municipality, and it is these solution that shall be detail designed.

Requirement: Suppliers shall have their tax and VAT payments in order. Documentation requirement: — Tax Certificate-VAT Certificate A certificate for tax and a certificate for paid fees issued either by the local tax office or the tax collection office where the supplier has their headquarters. See (http://www.skatteetaten.no/no/Alt-om/Skatteattest/) — Foreign suppliers shall submit certificates from equivalent authorities to the Norwegian ones.

Requirement: The supplier must have a functioning HSE system. HSE declaration (See appendix 4 to the tender documentation).

Requirement: The supplier shall be a legally established company. Documentation requirement: — Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the supplier is established.

Økonomisk og finansiell stilling:

Requirement: The supplier must have the economic capacity to carry out the assignment/contract. Documentation requirement — Credit rating for the supplier, less than 1 year old, issued by an approved credit rating company — If this is not available: Annual Financial Statement including the board's annual report and auditor's report. If for valid reasons the supplier is unable to submit the documentation as requested by the Contracting Authority, the supplier may prove their economical and financial standing with any other document that the Contracting Authority is able to accept.

Teknisk og faglig kapasitet:

Requirement: The supplier shall have experience from a minimum of three equivalent contracts in the last 8 years. Documentation requirement: The supplier shall attach a list of the most important, relevant deliveries, hereunder information about the value, scope, type, process for the treatment plant, time frame and recipient (name, telephone and email). References will only be contacted if required.

Requirement: The supplier shall have sufficient implementation ability and capacity. Documentation requirement: Account of personnel, software, technical equipment etc. which the supplier has at their disposition for implementation of the contract/assignment.

Requirement: The supplier shall have or be able to obtain the necessary central or local approval fir the works which shall be designed. Documentation requirement: Relevant central approval in sufficient enterprise classification for the disciplines tendered (see the requirement specification) or documentation showing that the supplier will obtain the necessary central or local approvals.
