The contract period is 2 years. The Contracting Authority shall, in addition, have an option to extend the contract for a further 1 + 1 years on the same terms.

The supplier must be a legally established enterprise:

The Contracting Authority requires suppliers who wish to participate in the competition to demonstrate that they are registered in an industry register or other enterprise register as prescribed in the legislation in the state in which they are established. Documentation of this (e.g. a Business Registration Certificate from the Brønnøysund Register Centre) shall be enclosed with the tender. Attached documentation shall not be older than 6 months from the deadline for receipt of tenders.

Tax certificate for taxes:

It is a requirement that suppliers do not have significant tax arrears, or an existing approved repayment plan. Norwegian suppliers shall present tax certificates from the Director of the Tax Collection Office/Chief Municipal Treasurer (Form RF-1244) in the municipality where the supplier has his main office. These certificates must be presented before the deadline for tenders and must be no more than 6 months old as at the deadline for tenders. Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones.

Tax certificate for VAT:

It is a requirement that suppliers do not have significant VAT arrears or an existing approved repayment plan.

Norwegian suppliers shall present VAT certificates from the tax office where the supplier has his main office. These certificates must be presented before the deadline for tenders and must be no more than 6 months old as at the deadline for tenders. Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones.

HSE self- declaration for work that is to be performed in Norway:

Suppliers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities at any time establish.

For work to be performed in Norway, the Contracting Authority requires that all suppliers present a self-declaration in accordance with appendix 4 that states that the supplier meets, or will meet by the date of the contract award, the legal requirements in Norway concerning health, safety and environment (HSE). The attached HSE self-declaration shall be filled in and enclosed with the tender.

Økonomisk og finansiell stilling:

The supplier must have the financial ability to carry out the contract:

As documentation the Contracting Authority will collect the credit evaluation Commercial Delphi Score from Experian (The Contracting Authority subscribes to services from Experian). The supplier must at least achieve a rating as risk category 4 – «Low credit amount recommended: Below average risk”.

The supplier is expected to have familiarised himself with registered information about the company and it's acceptance by submission of the tender that the information will be obtained and form the basis of the assessment of the supplier's economic situation.

If the supplier knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the supplier can submit other documentation with the tender that confirms a satisfactory financial capacity.

If the Contracting Authority's credit information about the individual company does not include a credit rating, the Contracting Authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that should be available in the solution from Experian or by obtaining other documentation.

Teknisk og faglig kapasitet:

Experience is required from at least two similar assignments. Documentation of an excellent ability to deliver is required.

Documentation:

To document this, enclose a list, cf. Appendix 4 of the principal deliveries or services provided during the past three year, this must include information concerning:

— Brief description of the assignment.

— Size or value of the delivery, scope/number of months of work.

— Time (contract period).

— Name and a brief description of the customers.

— Telephone number, e-mail address and name of contact persons at the clients.

Relevant clients from the list may be contacted.

Requirements: Execution Capability - personnel.

The supplier is required to show a good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The supplier is required, therefore, to have sufficient capacity and competence to be able to carry out the assignment.

— Company presentation with organisational chart, the company's total manpower divided over relevant disciplines and manpower for this assignment.

— Statement regarding the company's HSE work.

— Key persons/foreman/site manager who shall carry out the assignment shall document landscape gardener/gardener competency or other equivalent competence.

— Listing of the person with authorisation for use of pesticides.

— Knowledge and experience with the relevant legislation, standards and classifications shall be documented by variances of inspection and improving of playground equipment.

— Listing of the person with documented knowledge of and experience in tree pruning and tree felling.

Requirement: Execution Capability - equipment.

The supplier is required to show a good ability to carry out the assignment in accordance with the needs of the Contracting Authority. It is therefore required that the supplier have sufficient mechanical capacity to carry out the assignment.

— Overview of the tools, machines, equipment, materials or technical equipment the supplier has at their disposable and which is relevant for this delivery/

Requirements: Procedures for environmental management.

The assignment requires that suppliers have procedures and systems that ensure the execution of the service is of low environmental impact.

Self report of the company's procedures and systems associated with waste, transport and management and emission of green house gasses from cars and machinery.

Requirement: Quality Assurance System.

The assignment requires the supplier to have a well functioning system for ensuring quality customised to the nature and scope of the assignment.

As documentation the supplier shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the supplier meets approved quality assurance standards such as ISO 9001 or the equivalent.

The Contracting Authority accepts also other documentation that demonstrates that the supplier has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given.
