Delivery of cold water meter. Pre-qualification

Pursuant to the "Regulations on water and sewerage fees for the Fjell municipality", dated 13.12.2012, the Fjell Water, Sewage & Sanitation [WS&S] requires installation of water meters as a basis for calculating water and sewerage charges.
Buildings for commercial purposes, public purposes, business premise(s) located in buildings having other purposes, such as mixed-used buildings, boat houses, village halls, etc. are currently charged fees for metered consumption.
Beginning on 1.1.2018, water consumption will be determined by metered consumption for most buildings, usage units, homes and second homes that are connected to the municipal water company. All subscribers must be have an installed water meter in accordance with local guidelines by 31.12.2017. Currently, there are approx. 6,000 subscribers.
Fjell WS&S wants to introduce a measurement system that uses electronic water meters and remote reading.
Water meters used for this purpose will be owned and paid for by Fjell WS&S. The subscribers pay for the installation, operation and replacement of water meters.

Egnethet til å utøve yrkesvirksomheten:
The supplier must be a legally established enterprise. If the application is submitted by a group of vendors, each group member must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate.
Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the supplier is established.

Økonomisk og finansiell stilling:
The supplier must have satisfactory finances for carrying out the contract.
Documentation:
The company's annual statements, or excerpts thereof, for the last 3 years.
If the supplier can not provide the above documentation, or wants to document that these give a misleading picture of his financial situation, he must prove his economic and financial standing by providing other documents relevant to the company's accounting/finances. The supplier must then provide specific reasons why the requested documentation may not be available or gives a misleading picture.

Teknisk og faglig kapasitet:
1. The company shall have adequate technical and professional qualifications.
2. The company shall have a good and functioning quality- assurance system.
Documentation requirement 1:
The company's most important references regarding electronic buildings, commercial water meters and remote readings the last five years, with the values, dates and recipients.
Here, the term "electronic water meters" means the ultrasonic or electromagnetic meters without an external power supply.
The report shall contain the names of contact persons with their contact data (phone numbers and email addresses).

A review of the supplier's average workforce and the number of employees in administrative management during the last 3 years.

Description of the company's quality-assurance system including valid certificates.
