Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers are required to have a legally established company.
Norwegian tenderers: Company registration certificate.
Foreign tenderers: Certificate of registration in a trade register or similar as mandated in the law in the country where the supplier is established.
The certificate must not be older than 3 months.
2) Tenderers and any sub suppliers shall not have tax arrears for which there is not repayment agreement with the tax authorities.
Tax certificate for VAT.
(Issued by the Tax Department in the region where the supplier has his main office.)
Tax certificate for taxes.
(Issued by the tax collection office in the municipality where the supplier has his main office.)
Joint for both certificates: They shall not be older than 6 months.
3) Tenderers and any sub suppliers shall have a system for seeing to health, environment and safety in accordance with the internal control regulations.
HSE self-declaration stating that the supplier fulfils, or will fulfil upon award of contract, legal requirements in Norway within health, environment and safety. (Use annex 3 HSE self-declaration)
4) Tenderers and any sub suppliers that produce and/or deliver animal products shall be certified by the Norwgian Food Safety Authority.
Valid certificate issued by the Norwegian Food Safety Authority.
Tenderers and any sub suppliers that produce and/or deliver other nutritional products than animal products shall be registered at the Norwgeian Food Safety Authority.
Confirmation of registration at the Norwegian Food Safety Authority.
Økonomisk og finansiell stilling:
The last 2 years submitted annual accounts or extracts thereof.
Credit rating, not older than 30 days.
Minste nivå(er) av standarder: The supplier is required to have good solidity.
Teknisk og faglig kapasitet:
1) Overview of the company's total manpower, including administration and management.
2) Overview with references from the company's most important deliveries in the last 4 years.
Tenderers shall present written references including contact details and a contact person.
3) Tenderers shall substantiate that they can offer a broad product spectrum within the product group by describing this via catalogues or similar.
4) Confirmation that invoices can be submitted in EHF format shall be enclosed.
5) Description of the company's environmental management practices.
If the routines are already described in the company's quality assurance/environmental management system in accordance with Miljøfyrtårn, ISO 14001, EMAS or equivalent system verified by a third party, a certificate shall be enclosed as documentation. Alternatively, written confirmation shall be enclosed that such a system will be in place within 1 (one) year of the contract being signed.

Confirmation that the tenderer is committed — at the latest by the time the contract is signed — to being a member of Grønt Punkt Norge or equivalent scheme, or describe the company's own return scheme that has functionality that meets the requirements for a scheme equivalent to Grønt Punkt or similar.

6) A copy of the contents (that shows the main points) in the tenderer's current internal control system for the business activities.
7) A signed self-declaration on ethical trade is to be enclosed with the tender. Use annex 4 for this.
8) A signed self-declaration on social dumping is to be enclosed with the tender.
Use annex 5 for this.
Minste nivå(er) av standarder:
1) Tenderers are required to have sufficient capacity and competence to fulfil the contract.
2) Tenderers are required to have experience from equivalent contracts.
3) Tenderers shall offer a broad product spectrum within the product groups.
4) It is a requirement that tenderers can submit invoices in EHF format.
Tenderers are required to focus on the environment, and take the environment into consideration.
6) Tenderers shall have an internal control system (e.g.) IK – Mat, HACCP) that fulfils the requirements that the internal control regulations for nutritional products and the nutritional hygiene regulations require that the tenderer's business activities fulfil.

7) It is a requirement that tenderers do not offer products that are in violation of the ILO's core conventions.
8) Employees at the tenderer and at any sub suppliers are required to have normal wage and work terms. Cf. the regulations on wage and work terms in public contracts laid down by royal decree 8.2.2008 pursuant to the law drom 16.7.1999 no. 69 on public contracts § 11a.
