County Road 17 The Årgård Bridge with adjacent road

The Norwegian Public Roads Administration - NPRA -, Region Mid Norway, Nord-Trøndelag, shall construct a new County Road 17. The Årgård Bridge with adjacent road. A new bridge shall be constructed downstream the old bridge and replace the old Årgård Bridge which shall be demolished and removed. Furthermore, construction of more than 400 m new adjacent road that shall be connected to the existing County Road 17.
The new Årgård Bridge shall be 81 metres long divided between 3 spans (24 -33 – 24 metres). The bridge is planned as a girder bridge in concrete cast on site and with prestressed steel. The width of the bridge between the railings is 9 metres and the total width of the bridge is 10 metres. The laying of foundations shall be done with 2 drilled steel pipe pilings in each axes, a total of 8 piles. The piles shall be casted out in total length. Furthermore, the abutments and the pillars shall be erosion protected. Since there is registered quick clay at the north side of the Øster River, the north side of the river course must be erosion protected from the existing bridge and forward to the end of the section.
Construction of adjacent road includes more than 260 metres at the south side and more than 140 metres on the north side of new Årgård Bridge. New road shall be connected to the existing County Road 17. The contract also includes construction of 140 metres municipal road as well as exit road to private road.
Due to poor area stability towards the Øster River/Årgård River, the contract will also include relief of the terrain at the north west side of the Øster River. Furthermore, the contract includes alteration of municipal water pipe as well as demolition of 4 houses.

HSE statement.
A HSE self-declaration shall be enclosed with the tender, cf. the Public Procurement Act § 17-15 (1).
Tax certificates.
Tax and VAT certificates, not older than 6 months shall be enclosed with the tender. Cf. the Public Procurement Act § 17-14.
Working partnership: Statement of joint and several liability.
If the tenderer is a working partnership, a declaration of joint and several liability to the builder and third parties must be enclosed with the tender.

Tenderers are required to have positive equity. If the tenderer is a working partnership, the requirement applies for each participant.
Documentation requirement:
Documentation of equity is to be provided with the tender. Cf. Chapter E2, point 4.3.1, form E2-4.3.1.
Documentation of any significant changes to the providers equity and solvency compared to the last accounts audit must accompany the tender.
Tenderer's turnover
The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.
Documentation of turnover for the last three years should accompany the offer, Cf. Chapter E2, point 4.4.1, form E2-4.4.1.

Experience
Providers who are newly established companies who cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The provider shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the offering process.

The tenderer shall have experience from work of the same nature and degree of difficulty.
Documentation requirement:
Information on such will be sent with the offer. Cf. Chapter E2, point 4.1.1, form E2-4.1.1.
Contractor's experiences. Reference projects
NPRA and other builders' experiences with the contractor will be evaluated.
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions which will be evaluated are related to amongst other things:
— documentation of completed quality,
— fulfilment of contracts,
— compliance with provisions and procedures for HSE,
— compliance with provisions for wages and working conditions,
— compliance of deadlines,
— follow up during the warranty/claims period.
Information about contracts the provider has had in the last few years, with names of references at the Contracting Authority, shall accompany the tender. Cf. Chapter E2, point 4.1.2, form E2-4.1.2.
Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.
Expertise of key persons
Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.
Expertise and experience must be documented. Cf. Chapter E2, point 4.4.2, form E2-4.4.2.
Other qualification requirements
In order to obtain correct implementation of this contract, it is required that the executor is getting familiar with the geotechnical challenges in the area. This shall be ensured by impose the tenderer to enclose documentation showing that internal in the organisation is sufficient competence within this discipline. This shall be documented in chapter E-2 point. 4.5 geotechnical competence. The chosen person must document geotechnical competence through experience projects and university college/university background.

It is a requirement that the organisation of the execution of the contract is sufficiently staffed and that the provider has the capacity and ability to deal with unforeseen circumstances during the contract.
