The Norwegian parliament's administration (the contracting authority) shall award a contract for the construction of an access culvert for vehicles to the Norwegian parliament's post and goods reception under Wessels plass. The culvert shall be accessed from Rådhusgata. The buried culvert will be 200 m long.

For foreign tenderers:

Foreign contractors must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the contractor should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the contractor's Financial Director/ person responsible for Finance.

Filled in and signed HSE self-declaration in accordance with PPR appendix 2. Preferably use the attached template, see annex 2.

Norwegian contractors:

— Company Registration Certificate.

Foreign contractors:

— Confirmation that the contractor is registered in a trade register or company register in accordance with the law in the country where the contractor is established.

The contractor must have good conduct.

Økonomisk og finansiell stilling:

The contractor shall prove his economic and financial position by a copy of the last annual accounts. In addition a statement shall be given on the company's total turnover for, at the most, the last 3 accounting years.

The contractor shall have a good economic and financial position including the financial capacity to fulfil the assignment/contract.

Teknisk og faglig kapasitet:

A description of the most relevant reference projects (minimum 3, maximum five) carried out in the last 5 years. The following information must be given for each of the reference projects:

a) The project's name, including the project's size (area and cost limit).

b) The contracting authority's name.

c) The contract's size (contract cost).

d) What work was including the contract.

e) Contract from (turnkey contract or execution contract).

f) Time of execution of the contract.

Very good technical and professional competence is required.

Contractors are required to have experience from assignments of an equivalent size and complexity as this contract.

The five best qualified contractors will be invited to submit a tender in the competition.

If there are too many qualified contractors, the selection will be based on the background of who is considered to be the best qualified after an assessment of the received documentation as regards technical and professional qualifications.
