Consultancy support for preparing a concept study (KVU) for Den Nationale Scene (the National Stage), Bergen

The government shall decide on the conceptual solution for the future DNS. The review basis for such a decision is a KS 1-process with a concept study (KVU) and the accompanying external quality assurance.
The aim of the KS 1-process is to highlight all the necessary sides of DNS'social role and the framework terms in a 50 year perspective. The announced assignment is to prepare a complete concept study (KVU) for future building solutions for DNS.
The KVU shall be prepared as a total delivery from tenderers in accordance with the Ministry of Finance's scheme for quality assurance of major governmental investments. The KVU shall include the following chapters:
1. Needs analysis;
2. Strategy chapter;
3. General requirements;
4. Feasibility study;
5. Alternative analysis;
6. Guidelines for the preliminary project phase.
The KVU shall be designed with a view to the requirements in the framework agreement dated 4th March 2011 on external quality assurance, cf. annex 7. As an option hourly rates are wanted for architect assistance for preparing a function analysis, sketch/volume study. It is up to the contracting authority to decide whether the option shall be taken up and its content.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1. Company registration certificate;

2. Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT.

3. HSE Self Declaration in compliance with regulations attachment 2 on HSE (Health, Safety and the Environment).

4. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

— Adequate economic and financial capacity to fulfil the delivery.

Documentation requirement

— Complete annual accounts for the last 2 years, including notes and the auditor's report. The contracting authority can, in addition, choose to check credit worthiness at a credit rating company.

Teknisk og faglig kapasitet:

Qualification requirement:

— Tenderers (the company) must be able to refer to good experience from assignments of an equivalent character. Tenderers who will use other companies' competence to be qualified must prove that they can actually use the relevant resources. As documentation, for example, the front page of a signed contract between the parties or a self-declaration from the sub supplier stating that a cooperation agreement has been enterd into, can be enclosed, cf. the public procurement regulations §§ 17-8 (2) and 17-9 (2) .

Documentation requirement:

— Reference list of the tenderer's (the company's) contracts in the last 3 years that are of direct relevance for this assignment. The list shall include an assignment of the contracting authority's name, information on the investment measure's size, a short account of what the contract included, the consultancy assignment's size and the date of execution.
