Oppegård kommune

Many projects for the maintenance of and changes to municipal buildings shall be carried out in the coming years in Oppegård municipality. Section Property, Project and Operations and Maintenance, is currently responsible for engineering design services for and the maintenance, adaptations and renovation of municipal buildings as well as new construction projects. In order to ensure good quality in projects, a contract shall be signed for consultancy services within HVAC and building physics.
The contracting authority shall, thus, enter into a framework agreement with a service provider for assistance from a consultant HVAC engineer.

*Service providers shall have their tax, payroll tax and VAT payments in order. Documented by tax certificates, not older than 6 months calculated from the tender deadline. Tax certificates mean:
For Norwegian service providers:
— Form from the Tax Directorate (RF-1244) for…
… VAT issued by the tax office,
… tax and employer contributions issued by the Tax Collection Office.
For foreign tenderers:
— Foreign service providers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the supplier should submit a declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the service provider's Financial Director/ person responsible for Finance.

— Company Registration Certificate.
Foreign service providers:
— Confirmation that the service provider is registered in a trade register or company register in accordance with the law in the country where the service provider is established.
Økonomisk og finansiell stilling:
The Contracting Authority will use Proff Forvalt (Eniro Norway) to assess fulfilment of the requirement. Service providers do not, therefore, need to send in documentation on this.
If a service provider chooses to use a parent company to fulfil the requirement, a parent company guarantee shall be enclosed. The contracting authority will then use Proff Forvalt to assess the parent company's credit rating.
Documentation requirement foreign service providers: Credit assessment/ rating based on the most recent financial figures. A credit assessment/rating should be carried out by an officially approved credit evaluation institution.
Minste nivå(er) av standarder:
Service providers are required to have a credit rating equivalent to C1, moderate to high risk.
Teknisk og faglig kapasitet:
— A description must be given of how the service provider is organised for implementation of this contract.
— A description shall be given of how the service provider handles holidays/absence for the offered consultant.
— A list of the most important deliveries in the last 3 years, including information on value, date and the name and telephone number of a reference person at the contracting authority.
The Contracting Authority must have the possibility to contact the contact persons who are listed.
Overview of the offered consultants and their competence, who are available at the service provider for the assignment.
The information is to be added to annex 4 in the annex to the standard contract.
Minste nivå(er) av standarder:
— The service provider must have adequate execution capabilities.
— The service provider shall have good experience from equivalent assignments.
— The service provider shall have access to persons with education and competence as HVAC engineers.
